USACE seeks comments on proposed work in freshwater wetlands, tributaries in Rumford, Maine

 The U.S. Army Corps of Engineers, New England District received a permit application to conduct work in waters of the United States from Twin Energy LLC in Cohasset, Massachusetts, for proposed work in freshwater wetlands adjacent to tributaries to the Swift River off Horseshoe Valley Road in Rumford, Maine.

The proposed work involves the placement of permanent and temporary fill below the ordinary high-water mark of tributaries to the Swift River and in adjacent freshwater wetlands in order to build a wind energy facility. The project will result approximately 0.34 acre of permanent wetland impacts and 2,243 square feet of temporary and permanent streambed impacts. The applicant has demonstrated that they have avoided and minimized waterway and wetland impacts to the maximum extent possible. To compensate for unavoidable impacts to waterways and wetlands, the applicant proposes a one-time In-Lieu Fee contribution to the Maine Natural Resource Conservation Program.

USACE is soliciting comments from members of the public; federal, state and local agencies; American Indian Tribes; and other interested parties to consider and evaluate the impacts of this proposed activity.
