Silver Lake dredging and dam work set to start

Posted on October 14, 2026

The drawdown of Silver Lake to make way for dredging and dam replacement is expected to start Oct. 19.

The city of Rochester is preparing to begin work in the long-planned efforts after the Rochester City Council approved a nearly $19 million construction contract earlier this month.

“This project marks an exciting new chapter for Silver Lake and the surrounding park system,” Deputy Public Works Director Aaron Luckstein said in announcing the start of construction efforts. “The improvements we’re beginning today will enhance water quality, expand recreational opportunities, improve safety and flood protection and create a more connected and accessible experience for everyone who enjoys this area.”

The multi-phase project is expected to improve water quality, improve flood protection, enhance fish and wildlife habitat, reduce long-term maintenance needs, increase public safety and strengthen trail connectivity in and around Silver Lake Park.

Over the winter, work is expected to focus on below-water tasks, including sediment dredging and transitioning from the current low-head dam to a new rock arch rapids with wave pools. Since winter conditions bring lower river flows, this phase of work can be completed efficiently with less disruption.

Equipment needed for the work is expected to arrive ahead of gradually lowering the water level, which allows sediment to remain in the lakebed so it can be removed during dredging, rather than being carried downstream.

Hauling sediment removed from the lake is expected to increase truck traffic along Seventh Street Northeast, 13th and 14th streets northwest and West Silver Lake Drive.

Sections of sidewalks and trails are expected to be closed to allow truck access, as needed.

In the spring, construction is expected to shift to above-water elements, including completing the new trail along the north shore to connect the existing trails to the west and east with a below the Broadway Bridge option. The project is expected to be complete by Sept. 1, 2027.
