Hanoi agrees to dredge the Red River and the Da River

Posted on October 27, 2026

The Hanoi People’s Committee has basically agreed on the principle of researching options for improving the Red River and Da River beds while simultaneously utilizing the products extracted.

The Hanoi People’s Committee Office has just announced the conclusions and directives of the Chairman of the People’s Committee, Vu Dai Thang, at a meeting to hear reports on the proposal to dredge the riverbed, improve flood drainage capacity, and ensure inland waterway traffic on the Red River and Da River sections passing through Hanoi, combined with the management and use of dredged materials, as requested by a business.

In general, the Hanoi People’s Committee basically agrees with the principle of researching options for improving the Red River and Da River beds combined with the exploitation of products, aiming for three key objectives.

Firstly, it involves clearing waterways, stabilizing riverbeds, improving flood drainage capacity, ensuring the safety of dikes and waterway transportation.

Secondly, proactively create sources of landfill materials to meet the needs of implementing key projects and works in the city.

Thirdly, all minerals recovered during the implementation process must be collected, managed, exploited, and utilized according to a plan approved by the Hanoi People’s Committee, ensuring efficiency and compliance with legal regulations, while contributing to increased state budget revenue and preventing resource loss and waste.

Hanoi emphasized that this is a large-scale, complex task involving many sectors, fields, and localities; it is governed by numerous specialized laws and falls under the management authority of both central and local agencies. Furthermore, this task directly impacts the flow regime, dike safety, transportation infrastructure, irrigation systems, and the environment.

In particular, according to Hanoi, the implementation of projects using socialized funding lacks specific regulations and guidelines, and there is no precedent for such implementation.

Hanoi requires that research and proposals must be scientific , comprehensive, feasible, consistent with planning, ensure structural safety, and not cause adverse impacts on flood drainage, water supply, and upstream and downstream localities. At the same time, they must clarify the legal basis, mechanisms, authority, procedures, and processes for implementation, ensuring compliance with legal regulations.

Hanoi has requested the proposing unit, the consulting unit, and relevant agencies to promptly incorporate all feedback, review, and finalize the plan.

Regarding scope, nature, and legal basis, Hanoi requires a review to clearly define the scope, scale, objectives, and nature of the plan for dredging and improving the riverbed combined with the recovery of dredged materials, while clearly distinguishing between dredging and improving the riverbed and mineral exploitation activities.

The city requested clarification on the legal basis, authority, procedures, and processes for implementation, ensuring compliance with approved planning and legal regulations on dykes, disaster prevention, water resources, minerals, environment, and other relevant regulations.

Regarding technical solutions, the city requires that proposed plans ensure the stability of the riverbed, meet water supply needs, improve flood drainage capacity, ensure dike safety and waterway traffic, and comply with legal regulations.

Regarding the recovery and management of mineral resources, Hanoi requires specific identification of the location, quantity, and types of products expected to be recovered; the needs for use, methods of collection, management, exploitation, and utilization; and mechanisms for controlling the quantity and value of the products; ensuring strict management of mineral resources, transparency, efficiency, and preventing loss or waste of resources and state budget.

In addition, dredging and riverbed improvement activities must not be exploited for illegal mineral extraction, as requested by Hanoi.
