Army Corps Plans National Coordination of 190 Annual Dredging Contract Actions

The US Army Corps of Engineers is moving away from buying dredging one district at a time.

On Oct. 16, the Army Corps announced its Enterprise Dredging Delivery Center. The plan is to manage roughly 190 dredging contract actions a year as one national program instead of a stack of largely separate district buys. An interim team called DEEP is already starting national execution while the permanent center gets built.

The Corps’ reason is simple. Many of those contracts chase the same limited dredges and crews, on schedules that collide.

Maj. Gen. Jason Kelly put the goal this way: “The measure of success is not how many contracts we award; it is how many cubic yards we move.”

For contractors, the upside is visibility. If the Corps shows its hand earlier, you can plan vessels and crews around a larger pipeline instead of individual district advertisements.

The open question is package size.

Bigger packages can improve fleet planning and reduce repeated mobilizations. They can also raise the bar on bonding, plant availability and bid capacity. My read, not the Corps’: watch whether smaller and specialized dredging firms can still get in the door.

The first Texas Scope Dredge-to-Budget pilot is already taking shape. A draft RFP is posted covering major Texas navigation channels, with Phase One screening firms on bonding capacity, past performance and proposed plant before moving no more than five offerors forward. A separate small-business track is also being developed.

And this may be the bigger estimating question:
When the budget is fixed and quantity becomes the variable, how much production risk just moved to the contractor?

The Corps says the new center augments district capabilities rather than replacing them. Districts still define requirements, provide engineering and environmental expertise, coordinate with ports and sponsors, and support field execution.

If the Corps bundles your region’s dredging into a larger package, do you bid it, team on it, or sit it out?
