U.S. Army Corps of Engineers invites public comment on shoreline protection plan at Agat Mayor Compound

The U.S. Army Corps of Engineers Honolulu District, in partnership with the Guam Bureau of Statistics and Plans and the Guam Department of Public Works, has released a Draft Integrated Feasibility Report and Environmental Assessment for shoreline protection at the Agat Mayor Compound in Hagat, Guam.

USACE will open a 30-day public comment period starting Oct. 1 and ending Nov. 1, 2024, Chamorro Standard Time (ChST), to gather input on the report. The public is encouraged to provide feedback on ecological, biological, historical, and cultural resources to help meet legal requirements, including the Clean Water Act, the Fish and Wildlife Coordination Act, and the National Historic Preservation Act.

Comments can be submitted via email to CEPOH-planning@usace.army.mil or by mail to: U.S. Army Corps of Engineers, Honolulu District, ATTN: CEPOH-PPC (Agat S14), 230 Otake St., Fort Shafter, HI 96858-5440. All comments will be incorporated into the final plan and assessment.

A public meeting to discuss the draft report will take place on Wednesday, Oct. 16, 2024, from 6 p.m. to 8 p.m. ChST (Tue. The plan aims to address coastal erosion that threatens the Agat Mayor’s Office and Agat Sagan Bisita, collectively known as the Agat Mayor Compound. The current seawall is near collapse, leaving the buildings vulnerable to wave damage and storm surges. The Agat Emergency Shoreline Protection study, authorized under Section 14 of the Flood Control Act of 1946, allows the Army Corps to design and construct emergency shoreline protections for public facilities.
