Racine-bred Army Corps General Appointed to River Commission

Growing up in Racine along the shores of Lake Michigan, Brig. Gen. Richard G. Kaiser probably never envisioned he one day would have a say in the management of most of the Midwest’s principal waterways.

But that’s where Kaiser’s career as civil engineer and career officer in the U.S. Army Corps of Engineers has brought him. Already commander of the Army Corps of Engineers Great Lakes and Ohio River Division based in Cincinnati, Kaiser was appointed on Aug. 5 by President Barack Obama to be a member of the Mississippi River Commission.
