New York Harbor coastal protection plan

The U.S. Army Corps of Engineers has laid out a plan to protect New York Harbor from coastal flooding. It includes building seawalls, levees, and storm-surge gates to defend 900 miles of coastline across two states — New York and New Jersey — where about 16 million people live.
