House of Representatives Appropriations’ Committee passes version of Energy & Water Development Appropriations Bill (E&W Bill)

On June 28th, the House of Representatives Appropriations’ Committee held a markup of the House version of the Energy & Water Development Appropriations Bill (E&W Bill). The committee passed the bill on a 32-24 vote and the next step is for the bill to be considered by the full House of Representatives. While this is a very early step in the process, it is important because this is the first opportunity for us to see the funding amounts that the House of Representatives are including in their version of the E&W Bill for our priorities.

Below is a breakdown with a comparison to the FY23 President’s budgeted amounts:

  • Virginia: $11.006 Million, same as the President’s budget
  • North Carolina: $15.955 Million, same as the President’s budget
  • South Carolina: $4.515 Million, same as the President’s budget
  • Georgia: $3.77 Million, same as the President’s budget
  • Florida: $6.230 Million (includes a $2M Community Project Funding Request
    (aka earmark) by Rep. Brian Mast
  • Total for AIWW/IWW: $41.483 Million, $2M more than the President’s budget
  • New Jersey: $1.06 Million, same as the President’s budget

Additional Dredging Needs funding pots that are not included in the President’s budget:

  • Navigation Maintenance: $40 Million
  • Inland Waterways: $40 Million
  • Small, Remote or Subsistence Navigation: $45 Million

Looking forward, it seems likely that we could exceed $100 million in funding for the AIWW/IWW/NJIWW between FY22, FY23 and IIJA funding IF the U.S. Senate passes similar funding levels AND Congress passes the final Appropriations bill this year. At this point, the Senate is moving slower than the House and it is an election year so we should not expect a final FY23 Appropriations bill anytime soon, but we are encouraged that it will come together in our favor.
