Four bids for up to US$80mn compete in Mexico for dredging in Progreso

Four companies submitted proposals ranging from 897.96 million (mn) pesos (US$51mn) to 1.39432 billion (bn) pesos (US$80mn) to carry out the dredging and construction of the north platform for the first stage of expansion and modernization of the port of Progreso, driving the growth of Yucatán’s main port facility.

The tender includes construction dredging and the formation of a 40ha northern platform. The lowest bid was submitted by Mexicana de Dragados, for 897,96 millones de pesos (US$51 millones), followed by the consortium Boskalis Marine Contracting and Offshore Services–Dragamex, with 909,17 millones (US$52 millones). Dredging International México bid 1.021,11 millones (US$58 millones), while Van Oord de México submitted the highest bid, for 1.394,32 millones (US$80 millones). The amounts were reported without VAT and their opening does not imply that they correspond to the winning bid.

The National Port System Administration (Asipona) Progreso indicated that the proposals will be subject to a legal, technical and economic evaluation to determine the solvency of the participants and verify compliance with the requirements established in the call for bids. The decision is scheduled for July 8.

The procedure corresponds to the tender for the “Construction dredging and formation of the 40-hectare north platform of the expansion and modernization project of the port of Progreso first stage,” a project that seeks to increase the operating capacity of Yucatán’s main port through the construction of a new platform reclaimed from the sea.

The tender is part of the macroproject to expand and modernize the port of Progreso, whose estimated investment amounts to 7.225bn pesos (US$412mn), according to Proyectos México. The program includes dredging, the construction of two 40ha platforms and the expansion of the navigation and operation areas of the port facility, with the aim of strengthening its logistical and commercial capacity.

According to the project documentation, this first stage involves dredging approximately 1.41 million m³ of material to build the north platform, as well as associated works to prepare for the port’s future expansion. The initiative is part of the federal strategy to strengthen national maritime infrastructure and increase the capacity of one of the country’s six priority ports.
