Winners on £130m TfL ‘megaproject’ framework announced

Aecom, Arcadis, Costain and Mace have been named among the winners of Transport for London’s (TfL) £130m framework for the management of “multi-billion megaprojects”.

The framework will help deliver higher-quality service provision with reduced costs and at greater value for money, according to the tender notice. The framework is divided across four lots, each associated with a different workstream. The projects to be covered by the framework have not been named.

Workstream one: curation of cost intelligence – £20m

Workstream two: cost intelligence research and development – £50m

Workstream four: estimate service delivery – £30m

CPC Project Services, Currie & Brown, Gleeds, Mace, Mott MacDonald, Turner & Townsend

Workstream one, worth £20m, is centred on pricing tenders and analysing costs. Aecom, Arcadis, Faithful + Gould, Mott MacDonald, Mace and Currie & Brown have been appointed to analyse cost data, produce TfL tender price inflation indices, and advise TfL estimating and cost management teams.

Aecom, Arcadis, Costain, Faithful + Gould, Gleeds, Turner & Townsend, Mott MacDonald and Mace have been appointed to the £50m quantity surveying lot that makes up workstream two. Their work will involve analysing internal and external cost data to update the existing cost models for major projects or develop new ones.

The third workstream, worth £30m, focuses on procurement consultancy and supplier engagement for megaprojects. Arcadis, Faithful & Gould, Gleeds, Mace, Mott MacDonald and Turner & Townsend will develop procurement strategies for multi-billion-pound projects.

Project management consultant CPC Project Services has been appointed to the claims analysis and management workstream, alongside Currie & Brown, Gleeds, Mace, Mott MacDonald and Turner & Townsend. The £30m fourth lot will involve the management of contractor claims, resolving contract disputes, and settling payments due, with an aim to minimise financial and legal risks.

Workstream one is set to run until July 2022, while two, three and four run up to May 2023, with the option to extend the framework for a further year.

The cost management framework comes a week after it was revealed that TfL’s £1.6bn cash bailout from the government will only last until October.

Despite the bailout, the transport body’s pipeline of construction work is uncertain after TfL placed all 300 of its live London transport projects under review in May, due to the government’s financial aid only covering operational costs.
