USACE Vicksburg District welcomes Richard Y. Feibelman, Jr., P.M.P. as new Deputy District Engineer for Programs and Project Management

VICKSBURG, Miss. — The U.S. Army Corps of Engineers (USACE) Vicksburg District announces the appointment of Mr. Richard (Rich) Feibelman, Jr., P.M.P. as the new Deputy District Engineer for Programs and Project Management (DPM).

A native of Vicksburg, MS, Mr. Feibelman most recently served as the Civil Works Office of Strategic Engagement Leader at the U.S. Army Corps of Engineers Headquarters in Washington, D.C., a position he held for over two years. Mr. Feibelman’s experience in project management, engineering, and business provides a well-rounded, unique perspective and a talent for strategic planning, partnering, efficiency, and delivering on commitments.

Mr. Feibelman’s career with the Corps began in 2009, when he joined the Vicksburg District as a General Engineer in the Technical Services Section of the Engineering and Construction division. He later served as a Project Manager and Programs Chief within the Programs and Project Management Division. In 2014, Mr. Feibelman transitioned to the Mississippi Valley Division Headquarters in Vicksburg, where he served for over seven years as the Deputy Chief for the Civil Works Integration Division (CWID). During his tenure there, he also took on key developmental roles, including Mississippi River Commission Executive Director, MVD Executive Assistant, CWID Chief, and Vicksburg District DPM.

“It’s an honor and a privilege to be coming home to the Vicksburg District,” said Feibelman. “To me, this is more than a new leadership role; it’s a chance to reconnect with a mission and a team I care about deeply. I’m excited to both lead and support; to help set the course for our future while also clearing the path for the many dedicated professionals that work tirelessly to safely deliver quality projects on time and within budget. I’m eager to build on their incredible track record and contribute to the next chapter of this district’s success to accelerate project delivery, optimize the use of Federal resources, and guarantee greater transparency and accountability for the American people. Together we will ‘Build Infrastructure, Not Paperwork’.”

Prior to his service with the Corps of Engineers, Mr. Feibelman spent seven years in the manufacturing sector across Georgia, South Carolina, and Mississippi, where he honed his skills as a product and process improvement engineer and as a production manager.

He is a 2001 graduate of Mercer University in Macon, GA, with a B.S. in Engineering, and is a certified Project Management Professional (P.M.P.) with the Project Management Institute. An active member of his community, Mr. Feibelman has been involved with the Vicksburg YMCA and served for two years as the Campaign Chairman for the United Way of West Central Mississippi. He and his wife, Katie, also a native of Vicksburg, MS, are the proud parents of three daughters.

The USACE Vicksburg District is engineering solutions to the nation’s toughest challenges. The Vicksburg District encompasses a 68,000-square-mile area across portions of Mississippi, Arkansas, and Louisiana, that holds nine major river basins and incorporates approximately 460 miles of mainline Mississippi River levees. The Vicksburg District is engaged in hundreds of projects and employs approximately 1,100 personnel.
