USACE Vicksburg District signs Planning Assistance to States agreement with City of Clinton

The U.S. Army Corps of Engineers (USACE) Vicksburg District entered a Planning Assistance to States (PAS) agreement with the City of Clinton, Mississippi, Feb. 28 as part of the Water Resources Development Act (Section 22).

District Commander Col. Christopher Klein signed the agreement for USACE and Mayor Phil Fisher signed for the City of Clinton. The signing ceremony was held at Olde Towne Depot in Clinton.

The project will include a hydrologic and hydraulic analysis of four watersheds within the City. This study will help the City with any existing drainage issues as well as its future planning and development. The cost share agreements will be 50% federally funded and 50% non-federally funded.

The PAS program provides authority for USACE to assist the states, local governments, and other non-federal entities in the preparation of comprehensive plans for the development, utilization, and conservation of water and related land resources, as well as technical work related to management of state water resources in support of a water resources management plan.

Section 22 Program comprehensive plans provide a vision for addressing water resources challenges in the context of developing, utilizing, and conserving the water and related resources within drainage basins, watersheds, and their ecosystems. Typical water resources problems and opportunities addressed in comprehensive water resource plans can include flood risk management, water supply, water conservation, environmental restoration, water quality, hydropower, erosion, navigation, fish and wildlife, cultural resources and environmental resources.
