USACE Vicksburg District appoints Cheryl Boyd as Resource Management Chief

VICKSBURG, Miss. – The U.S. Army Corps of Engineers (USACE) Vicksburg District has selected Cheryl Boyd as chief of the Resource Management Division.

The Resource Management Division is responsible for all district level financial management activities and offers professional financial advice, guidance, and policy interpretations while ensuring the implementation of procedural controls, processing of reports and meticulous review of delegated fiscal responsibilities. Resource Management encompasses key branches: Finance and Accounting Branch and Budget, Manpower, and Management Branch.

Boyd has worked for the Corps of Engineers for 24 years in the fields of accounting, budget analyst, program analyst, and program manager.

Boyd previously served as the Chief of the Management Support Branch in the Operations Division of the Vicksburg District where she led a team in the over site and execution of the Civil Works Mississippi River and Tributaries, Operations and Maintenance general, Flood Control and Coastal Emergencies, and Federal Energy Regulatory Commission Hydropower appropriations. Along with her primary responsibilities, Boyd also served as a Project Delivery Team member of the Regional Channel Improvement Program with a focus on the workforce, assets, and funding needed to execute the mission in the Operations Division.

Boyd recently served as acting Deputy Chief of the Civil Works Integration Division at the Mississippi Valley Division (MVD) within the US Army Corps of Engineers.

Prior to joining the Vicksburg District in 2017, Ms. Boyd worked 17 years at the USACE Engineer Research and Development Center (ERDC) in the Environmental Laboratory Management Integration Office and the Resource Management Office.  Boyd managed Civil Reimbursable, Military Reimbursable, Military Direct, along with other programs.

Boyd is a Certified Defense Financial Manager with an Acquisition specialty, a level two Certified Department of Defense Financial Management, volunteers as an Assistant Instructor at the Society of Defense Financial Managers Professional Development Institute and a member of the National Continuing Education Committee.

Boyd received her B.S. in Elementary Education with a Biology minor and her M.B.A. with an Accounting emphasis from Mississippi College.

Boyd is a native of Vicksburg and has two children: Elizabeth Anne who is pursuing her Ph.D. in Systems Engineering with a concentration in chemical engineering and Zachary who is a Specialist in the U S. Army.

The USACE Vicksburg District is engineering solutions to the nation’s toughest challenges. The Vicksburg District encompasses a 68,000-square-mile area across portions of Mississippi, Arkansas and Louisiana that holds nine major river basins and incorporates approximately 460 miles of mainline Mississippi River levees. The Vicksburg District is engaged in hundreds of projects and employs approximately 1,100 personnel.
