JACKSONVILLE, Fla. — Pursuant to the National Environmental Policy Act the U.S. Army Corps of Engineers, Jacksonville District (USACE), is issuing a Notice of Availability for the draft Integrated Limited Reevaluation Report and Supplemental Environmental Assessment (LRR/SEA) to support modifications being considered for the Central Everglades Planning Project (CEPP) South Phase. Additionally, USACE will host a public meeting.
The proposed modifications are located in the L-67C Canal in Water Conservation Area (WCA) 3B and are necessary to enhance project function to realize the ecological benefits described in the 2014 CEPP Final Project Implementation Report and Environmental Impact Statement (PIR/EIS) and Chief’s Report.
The recommended plan from the 2014 CEPP Final PIR/EIS included a degrade of the L-67C Levee (approximately 8 miles), however modifications to the L-67C Canal were not included as part of the CEPP South Phase as findings from the Decompartmentalization of Water Conservation Area 3 Physical Model (DPM) field test were not yet available. Scientific findings from the DPM, supported by supplemental hydrodynamic modeling conducted during the Pre-construction Engineering and Design phase for CEPP South Phase, indicated the need for construction of plugs in the L-67C Canal to reduce canal to marsh flow that may result in phosphorus enrichment in the adjacent marsh.
USACE has prepared the draft LRR/SEA to address environmental considerations related to the Tentatively Selected Plan (TSP). The TSP includes the construction of seven large plugs in the L-67C Canal in the Blue Shanty Flow Way. Each large plug is 500 feet (ft) long. The southernmost plug is approximately 1,000 ft from the southwestern end of the L-67C Canal. The southernmost three large plugs are spaced approximately 1,000 ft apart and the remaining four large plugs are spaced approximately one mile apart. The TSP also includes construction of twenty-eight mini plugs – twenty-seven of the mini plugs are 10 ft long and one mini plug is 70 ft long. The mini plugs are spaced approximately 1,000 ft apart from each other and from the large plugs.
