USACE Hosts Texas Summit on Public-Private Partnerships and Alternative Infrastructure Delivery

Posted on October 2, 2026

More than 120 USACE leaders, project teams, public- and private-sector partners, investors, and developers gathered in Houston September 29, for the Texas P3 & Alternative Delivery Summit.

The summit provided an opportunity for candid conversations about infrastructure delivery – exploring how we can approach projects differently, improve efficiency, strengthen partnerships, and identify innovative solutions across the public and private sectors.

“Focused and transparent conversations on opportunities to deliver projects differently and more efficiently are essential as we look for innovative ways to meet the nation’s infrastructure needs,” said Brig. Gen. George Walter, Commander, USACE Southwestern Division. “Bringing together our public- and private-sector partners allows us to share ideas, better understand challenges and identify opportunities for collaboration.”

For USACE, infrastructure delivery is about more than projects. Reliable navigation, resilient infrastructure, and modern facilities strengthen the nation’s economy, support communities, and contribute to national security.

“At its core, the conversation was about building infrastructure, not paperwork – finding ways to reduce unnecessary friction, move projects forward and deliver lasting value for the communities, economy, and nation we serve.” said Col. David W. Dake, USACE Galveston District Engineer and Commander. “As we look to the future, candid conversations about public-private partnerships and alternative delivery approaches can help us identify new ways to deliver Civil Works and Military projects and strengthen the partnerships that keep our nation’s infrastructure moving.”

The conversations started in Houston are helping build the partnerships and ideas needed to deliver infrastructure, not paperwork – more efficiently and effectively for Texas and the nation.

Strong partnerships. Innovative approaches. Building infrastructure. Strengthening national security. Delivering for Texas and the nation.
