Township Intends to Dredge High Bar Harbor Lagoons

The Long Beach Township Board of Commissioners has approved, on first reading, an ordinance that would allow for the dredging of various tidal lagoons and inlet areas within the High Bar Harbor section of the municipality. Ordinance 13-18 provides for “the mechanical maintenance dredging … and related expenses so as to provide navigable access to Barnegat Bay from the several lagoons, benefitting properties abutting said lagoons,” the measure reads.

Negotiable bonds will be issued in the principal amount of up to $646,869 to finance the project, which will include lagoons located along Meadow Lane; Alma, Amherst, Albright, Antioch, Adrian, Auburn and Butler roads; and Arnold Boulevard.

The affected properties, listed by blocks and lots as designated on the municipality’s official tax map, include, but are not limited to, the following: Block 23.02, Lots 17-29; Block 23.03, Lots 1-17, 21-27, 28.01, 28.02, 29-30, 33-39; Block 23.04, Lots 1-8, 10-17, 18.01, 19.01, 20-28; Block 23.05, Lots 2-29; Block 23.06, Lots 1-10, 12.01, 13-15, 16.01, 16.02, 17; Block 23.07, Lots 1.01, 1.02, 2-24; Block 23.08, Lots 1-32; Block 23.09, Lots 1-6, 8-17; Block 23.11, Lots 18-35; and Block 23.12, Lots 1-24.

As the ordinance states, “Notice is hereby given to the owners of all lots and parcels of real estate benefitted by the improvements described … that the township intends to make and to levy special assessments against all such lots and parcels of real estate in an aggregate amount of not exceeding $646,869 and not to exceed annual installments over three years.

“Such special assessments shall be made and levied in the manner provided by law and shall be as nearly as possible in proportion to and not in excess of the particular benefit, advantage or increase in value that the respective lots and parcels of real estate shall be deemed to receive by any reason of the improvement, said assessment to be computed by the township on the basis of an equal share per tax lot.”
