Sweden rejected 24 offshore wind farms in two years because its military says the turbines could delay missile and submarine detection

Sweden generates more than 20 percent of its electricity from onshore wind and has staked its industrial competitiveness on a green power future. Yet when it comes to the sea, the country keeps saying no.

In the latest round of offshore wind decisions, the Swedish government denied 11 permit applications while approving just two — following 13 rejections in 2024. For a nation racing to expand renewable capacity, the pattern is striking. What keeps blocking development just beyond the shoreline is a question the numbers alone don’t answer.

A green energy leader with a growing offshore blind spot

Sweden’s onshore wind record is genuinely impressive. The country has roughly 16 GW of installed capacity and generates more than 20 percent of its electricity from land-based turbines. The government itself has acknowledged that expanding green power is essential to keeping Swedish industry competitive in a decarbonizing global economy.

That makes the offshore picture all the more jarring. Two consecutive years of widespread permit denials — 13 in 2024, 11 in 2025 — point to a consistent pattern, not a one-off setback. The government is simultaneously arguing that new renewable capacity is urgent while declining to approve most of the offshore projects that would actually deliver it. That tension hasn’t been resolved — it’s been institutionalized.

Why Sweden’s military is drawing lines at sea

The explanation sits with Sweden’s Armed Forces. The military provided documentation showing that offshore wind farms would delay the country’s ability to detect incoming missiles and track submarine movements beneath the Baltic and North Seas — not abstract concerns for a country that joined NATO in 2024 amid a sharply changed European security environment.

The Ministry of Climate and Enterprise confirmed the military’s assessment, stating that rejected projects would have “an unacceptable impact on our defense capabilities.” That position was formally established in late 2024 and has now shaped two consecutive rounds of decisions.

The rejections aren’t permanent. The ministry was explicit: the affected sea areas are not excluded forever. They “may become relevant again after the transition to an auction system for offshore wind power.” It’s a significant qualifier — one that suggests a path forward, even if its shape and timing remain undefined.

The two projects that made the cut — and what they promise

Two applications cleared the defense review. Fyrskeppet Offshore will rise roughly 35 miles east of Söderhamn in the southern Bothnian Sea, with up to 93 turbines capable of producing between 8 and 11 TWh of electricity per year. Vidar will be built just over 20 miles southwest of Strömstad in the northern Skagerrak, with up to 75 turbines and a projected output of up to 7.8 TWh annually.

Both projects carry a 2036 completion deadline. Neither can break ground yet — before construction begins, each farm still needs a separate permit to lay the underwater cables connecting it to the mainland grid. That additional regulatory step could affect timelines in ways that aren’t yet clear.

They join a small but growing list of approved offshore projects. Vattenfall’s 1.2 GW Kattegat Syd is the most advanced, with a potential operational date in the early 2030s. OX2 and Ingka Investments have also received construction permits for the 400 MW Galatea-Galene project. Progress is real — just slow, and heavily concentrated in areas that cleared military scrutiny.

Onshore wind fills the gap — for now

On the same day the offshore decisions were announced, the Swedish government approved one of Europe’s largest onshore wind projects: a 6,800-hectare development with capacity for up to 600 MW. It’s a clear signal of where momentum currently lives.

Sweden’s Markbygden 1101 project already holds a total permit capacity of 3.4 GW, a figure that would make it the largest onshore wind farm in EuropeOnshore development is moving at a pace offshore simply can’t match right now.

Whether that pace holds as a long-term strategy is the practical question. Onshore wind faces its own constraints — land availability, local opposition, grid connection limits. Offshore wind’s theoretical resource is vast, but defense geography is locking most of it away. The gap between what Sweden needs and what it can actually build offshore keeps widening.

What comes next for Sweden’s offshore wind future

The clearest signal from the government is that an auction system could change the calculus. Under that framework, rejected sea areas might re-enter consideration — presumably after spatial boundaries between defense priorities and wind development zones are more clearly defined. No timeline for that transition has been confirmed, and the design of the auction framework remains an open question.

Sweden isn’t alone in navigating this tension. Other NATO members are wrestling with similar trade-offs as offshore wind ambitions collide with military requirements across the North Sea and Baltic regions. How those countries draw their lines — and negotiate between energy ministries and defense establishments — will matter for the whole sector.

The next milestone to watch is whether Sweden moves to formalize those spatial boundaries. Without clearer maps of where offshore wind can and cannot go, developers have little certainty, and the auction system the government keeps pointing toward can’t do its job.
