Division A – Water Resources Development
Sec. 1001. Definition of Secretary.
The use of the term “Secretary” refers to the Assistant Secretary of the Army for Civil Works.
Title I – General Provisions
Sec. 1101. Notice to Congress on the Implementation of this Act.
Directs the Secretary of the Army to develop a comprehensive implementation plan for Division A, identifying every provision requiring implementing guidance.
Sec. 1102. Corps of Engineers Real Estate Guidance and Outreach.
Requires the Secretary to include U.S. Army Corps of Engineers real estate authorities in agency outreach and education efforts.
Sec. 1103. Contributions by Non-federal Interests.
Amends Section 902 of WRDA 1986 to allow non-federal partners to contribute up to 10% above the project’s maximum cost.
Sec. 1104. Congressional Communications and Reports to Congress.
Establishes a 30-day response requirement for certain congressional communications and reports and requires timely budget and capability information.
Sec. 1106. Continuing Authority Programs.
Delegates approval authority for CAP study decision documents to District Commanders.
Sec. 1107. Capabilities.
Requires the Corps to provide Members of Congress information on its capabilities for feasibility studies and water resources projects.
Sec. 1109. Limited Process.
Directs the Secretary to establish exclusions from environmental assessment and impact statement requirements for certain project categories.
Sec. 1113. Informed Decisionmaking.
Provides guidance on project design maturity and cost estimates and establishes a Corps planning, engineering, and design account.
Sec. 1115. Procedures.
Limits the Secretary’s authority to pause, terminate, or modify studies and projects.
Sec. 1117. Dredging Coordination.
Requires coordination among federal agencies, non-federal interests, and stakeholders for operations and maintenance at federal ports and waterways.
Sec. 1118. Nonstructural Flood and Coastal Storm Risk Management.
Expands authorities and modifies pilot programs to advance nonstructural flood and coastal storm risk management measures.
Sec. 1119. In-Kind Contributions Review and Technical Assistance.
Allows phased reviews of non-federal in-kind contribution work under Section 221 of the Flood Control Act of 1970.
Title II – Studies and Reports
Sec. 1201. Authorization of Proposed Feasibility Studies.
Authorizes new feasibility studies and project modification studies.

Sec. 1202. Expedited Completion.
Expedites completion of various studies and projects, including Fort Pierce, FL.
Sec. 1204. GAO Studies.
Authorizes GAO studies examining Corps authorities, policies, and project delivery.
Sec. 1206. Virginia Peninsula Coastal Storm Risk Management.
Authorizes studies and implementation at 100% federal expense for federal installations in Coastal Virginia.
Sec. 1208. Northern Estuaries Ecosystem Restoration, Florida.
Expedites completion of the comprehensive plan to mitigate harmful algal blooms associated with Lake Okeechobee.
Sec. 1211. Honolulu Harbor, Hawaii.
Directs use of existing authorities for the Honolulu Harbor feasibility study.
Sec. 1212. Implementation of Review of Corps of Engineers Assets.
Requires a congressional briefing on implementation of Section 6002 of WRRDA 2014.
Sec. 1213. Sense of Congress on Certain Reports.
Expresses Congress’s support for timely completion of required reports.
Sec. 1214. Charleston, South Carolina.
Supports expedited evaluation and project completion to address Charleston flood risks.
Sec. 1218. Dredging Vessels.
Requires a briefing on contracting with the private sector for Corps dredging vessel design and procurement.
Sec. 1220. Maximization of Beneficial Use in Dredged Material Management Plans.
Requires dredged material management plans covering at least 20 years.
Sec. 1228. Greater Providence, Rhode Island.
Authorizes a flood and coastal storm risk management study.
Sec. 1231. Non-Federal Project Implementation Pilot Program.
Extends the pilot allowing non-federal entities to conduct certain Corps feasibility studies.
Sec. 1232. Oceanside, California.
Provides additional direction for the Oceanside feasibility study.
Title III – Deauthorizations, Modifications, and Related Provisions
Sec. 1301. Environmental Infrastructure.
Authorizes new and modifies existing environmental infrastructure authorities.
Sec. 1303. Deauthorizations.
Deauthorizes certain projects or portions of projects.
Sec. 1315. Harmful Algal Bloom Demonstration Program.
Expands and increases funding for the Harmful Algal Bloom Demonstration Program.
Sec. 1324. Rhode Island Coastline.
Raises the federal cost share to 90%.
Sec. 1326. Duck, North Carolina.
Expedites review of documentation for a long-term lease for the Corps field office.
Sec. 1333. Assateague Island, Maryland and Virginia.
Extends federal participation authority under WRDA 1996.
Title IV – Project Authorizations
Sec. 1401. Project Authorizations.
Authorizes construction of projects with completed Chief of Engineers Reports.
Project of interest:

Sec. 1402. Surf City and North Topsail Beach, North Carolina.
Deauthorizes a portion of the existing project.
Division B – Drinking Water and Wastewater Infrastructure
Title I – Drinking Water
Sec. 2101. Technical Assistance and Emergency Grants.
- Reauthorizes Emergency Grant Program at $30 million annually (FY2027–2030).
- Reauthorizes technical assistance grants for small public water systems at $26 million annually (FY2027–2030).
Sec. 2102. Drinking Water State Revolving Loan Funds (DWSRF).
- Makes PFAS and lead service line replacement projects eligible.
- Adds wildfire-related drinking water projects.
- Reauthorizes funding:
- FY2027: $3.75 billion
- FY2028: $4.0 billion
- FY2029: $4.25 billion
- FY2030: $4.5 billion
Sec. 2104. Reducing Lead in Drinking Water.
- Reauthorizes at $100 million annually (FY2027–2030).
Sec. 2105. Operational Sustainability of Small Public Water Systems.
- Reauthorizes at $50 million annually (FY2027–2030).
Sec. 2106. Midsize and Large Drinking Water System Infrastructure Resilience and Sustainability Program.
- Reauthorizes at $40 million annually (FY2027–2030).
Title II – Clean Water

- Reauthorizes technical assistance grants at $75 million annually (FY2027–2030).
Sec. 2202. Alternative Water Source Projects.

- Reauthorizes at $280 million annually (FY2027–2030).
