Accordingly, the City People’s Committee requested the investors of urban areas to urgently review, organize dredging, maintenance, and clearing of the entire rainwater and wastewater drainage system, manholes, sewers, ditches, regulating lakes, and key infrastructure under their management; and to maintain it regularly to ensure the system operates safely and smoothly.
Focus on completing the remaining technical infrastructure items; promptly rectify the deficiencies in the drainage system; complete all legal documents, completion documents, and related materials to hand over the drainage system in accordance with regulations.
For the 26 urban areas scheduled for completion and handover in 2026 according to Resolution No. 39/NQ-HĐND dated July 15, 2026, of the City People’s Council, investors must focus maximum resources to complete the rectification of existing problems, dredge and maintain the drainage system, finalize documentation, and hand over 13 urban areas that have basically completed investment to the City before October 10, 2026, and the remaining 13 urban areas in the fourth quarter of 2026 (through the Department of Construction or the People’s Committee of the commune) for handover according to the City’s decentralization.
For urban areas with stable drainage systems, free from flooding, and without any complaints related to drainage issues, where the investor requests continued management and maintenance using their own funds, the investor must provide a written commitment to carry out maintenance work in accordance with the technical procedures, regulations, and standards within the urban area, without affecting the drainage capacity of the surrounding area. During implementation, the investor is responsible for closely coordinating with the Department of Construction, local authorities, and relevant agencies and units in the management, inspection, supervision, and timely handling of any incidents. If the investor fails to fulfill the commitment or causes flooding affecting the general drainage system due to subjective reasons, they will be held fully responsible under the law and must hand over the system as required by the competent authority.
Actively coordinate with the Department of Construction, the Department of Finance, the People’s Committees of communes and wards, and relevant units in the process of inspecting, accepting, receiving, and handing over the drainage system; be responsible to the City People’s Committee if there are delays or if it affects drainage work in the area.
At the same time, the Department of Construction is tasked with leading and coordinating with the Department of Finance, the People’s Committees of communes and wards, and other relevant units to review all urban areas that have not yet completed investment, finishing, and handing over the drainage system; developing a plan, roadmap, and clearly defining the responsibilities for implementation for each urban area investor.
Instruct the People’s Committees of communes and wards to receive the drainage system according to the assigned responsibilities; define the management levels and responsibilities for managing, operating, maintaining, and repairing drainage works after the handover, in accordance with regulations.
For the 26 urban areas scheduled for completion and handover in 2026, monthly inspections will be conducted to clearly identify progress, existing problems, causes of delays, and the responsibilities of each investor; timely reports will be submitted to the City People’s Committee for consideration and guidance on matters exceeding their authority.
The City People’s Committee’s advisory body will publicly post on the City’s electronic information portal a list of investors who have not completed the investment, finalized, and handed over the urban area’s technical infrastructure as required.
The Department of Finance, in coordination with the Department of Construction, shall guide the acceptance of public assets, specifically the technical infrastructure system of the urban area, that must be handed over according to regulations; promptly resolve or advise competent authorities on resolving difficulties and obstacles within its management scope. It shall research and advise the City People’s Committee to consider not assigning other urban development investment projects due to delays in handing over technical infrastructure (especially drainage infrastructure) to state management agencies as required.
The People’s Committees of communes and wards shall proactively coordinate with the Department of Construction and other relevant agencies and units to inspect and supervise the implementation by investors; and organize the reception, management, and operation of the drainage system according to the assigned responsibilities.
Urgently conduct a comprehensive review of urban areas and residential zones within the jurisdiction; compile a list and assess the current state of the drainage system, the handover and acceptance situation; clearly identify urban areas and residential zones that have completed or have not completed the handover, existing problems, difficulties, obstacles, causes, and responsibilities of relevant organizations and individuals; develop a plan and roadmap for receiving the drainage system according to the local management hierarchy; compile and report to the Department of Construction for monitoring, urging, summarizing, and advising the City People’s Committee on direction.
For the 26 urban areas that must be completed and handed over in 2026, the People’s Committees of the communes and wards where the projects are located should proactively coordinate with the Department of Construction to urge investors who have completed construction and put the drainage systems into use but have not yet handed them over to promptly resolve outstanding issues and complete the necessary documents and hand them over to the management agency according to the decentralization of authority. This includes the 13 urban areas that have basically completed investment before October 10, 2026, and the remaining 13 urban areas in the fourth quarter of 2026.
Proactively organize the handover of the drainage system once all conditions are met according to regulations; be held accountable to the City People’s Committee if there are delays in the handover that fall within the locality’s responsibility.
