The U.S. Army Corps of Engineers (USACE), whose mission is to deliver vital engineering solutions in support of our nation, is pleased to announce six significant senior IT leader appointments for the USACE CIO/G-6.
Mr. Nicholas Glatz, Deputy Director
G-6 Mr. Glatz will assist in leading the G-6 while providing continuity and support for all IT employees. He will also provide administrative program direction in support of the G-6 director and ensure that all directorates have the essential tools, resources, and manpower needed to execute mission success.
“Nicholas’s outstanding track record of leadership and deep operational familiarity with USACE made him the clear choice for deputy director,” said Mr. Jason Barrett, USACE chief information officer. “His military service and time within the Corps provide the G-6 with the vital continuity and administrative precision we need to ensure our directorates have the exact resources and manpower required for mission success.”
Glatz brings more than 20 years of distinguished military service to this position and has been with USACE for eight years. “I am excited to step into this role and support the incredible professionals within the G-6,” Glatz said. “My primary focus is to ensure our directorates have the resources, tools, and operational support necessary to seamlessly execute the USACE mission.”
Under his leadership, the G-6 will achieve greater operational synergy and administrative strength across all directorates. This critical continuity better positions the G-6 to provide USACE’s workforce with the essential tools and manpower needed to execute mission success.
Ms. Terri Robinson, Cloud Computing Team Chief
Ms. Robinson’s deep knowledge of enterprise architecture and digital transformation will be a linchpin for USACE’s cloud modernization efforts. In this critical role, she will lead the transition of legacy systems into secure, scalable environments that directly support USACE global operations.
“Terri’s exceptional background in cloud infrastructure and strategic planning is exactly what USACE needs at this pivotal moment to ensure a safe move to the cloud,” said Barrett. “With her help, I am confident we will accelerate our cloud modernization efforts, delivering the scalable, resilient capabilities our global workforce demands.”
A graduate of the U.S. Army War College, she brings extensive credentials from an award-winning, 25-year IT career spanning both the federal government and the private sector. “Cloud infrastructure is the bedrock of a modern, agile enterprise,” Robinson said. “I am thrilled to join the USACE team to drive our cloud modernization strategy forward, ensuring our global workforce has the scalable, resilient, and secure capabilities needed to meet the complex demands of tomorrow.”
Under her leadership, the Cloud Computing Team will accelerate the migration to agile, resilient, and modern cloud infrastructures. This modernization effort better positions USACE to deliver scalable, secure capabilities to USACE’s global workforce wherever the mission demands.
Mr. Angelo Pentella, Chief Information Security Officer and Chief, Cybersecurity Division
Mr. Pentella will lead the charge in securing USACE systems, infrastructure, and enterprise data as chief of the cybersecurity division. He joined the USACE Cybersecurity team in 2017, where he served as the Chief of the Cyber Compliance Division.
“Cybersecurity is a cornerstone of our operational readiness, and there is no one better suited to lead this charge than Angelo,” Barrett said. “Having served within our cyber compliance ranks for many years, his extensive 27-year background across the Army enterprise ensures USACE will remain proactively defended against increasingly sophisticated global threats.”
He brings nearly three decades of extensive IT and cybersecurity experience across multiple U.S. Army organizations, including 17 years in critical leadership roles. “Securing the USACE enterprise against evolving cyber threats is a no-fail mission,” Pentella said. “I am deeply committed to enabling the USACE mission by advancing the cybersecurity posture of our critical systems, infrastructure, and data across all operational domains.”
Under his leadership, the cybersecurity division will continue to harden USACE systems and proactively defend the enterprise against evolving cyber threats. This enhanced security posture better positions USACE to protect its critical infrastructure and safeguard vital data across the enterprise.
Mr. Walton Cheung, Command Chief Data and Analytics Officer (C2DAO)
Mr. Cheung will serve as the chief strategist for USACE’s data-centric modernization, driving the strategic alignment of agency data ecosystems with broader Army and DoW priorities. He is spearheading the establishment of the enterprise data office and laying the critical infrastructure required to enable AI-readiness.
“Transitioning USACE into a truly data-centric, AI-ready enterprise requires excellent strategy and technical grit,” said Barrett. “Walton’s diverse experience as a web developer, Army Officer, and civilian leader makes him uniquely qualified to stand up our enterprise data office and align our data ecosystems with broader DoD and Army modernization priorities.”
Cheung brings a diverse background, beginning his career in web development before commissioning as a U.S. Army officer and later transitioning to the Department of the Army civilian workforce. “Data is a strategic asset that must be harnessed to enable rapid, informed decision-making at every level,” Cheung said. “I look forward to establishing our enterprise data office, aligning our ecosystems with broader Army priorities, and building the foundational infrastructure required to make USACE a truly AI-ready organization.”
Under his leadership, the Enterprise Data Office will establish the critical infrastructure and strategic frameworks necessary for AI-readiness. This data-centric evolution better positions USACE to leverage enterprise data to drive rapid, informed decisions at every level of operations.
Mr. John R. Hess, Chief, Programs, Project, and Service Management Directorate (PPSMD)
Mr. Hess will lead the Programs, Project, and Service Management Directorate. He brings a wealth of technical experience from his tenure as the Wilmington District IT chief and South Atlantic Division IT chief.
“John’s proven leadership as a District and Division IT Chief, paired with his many years of distinguished service as a Marine Corps Officer, gives him an unparalleled understanding of the tactical and strategic needs of our workforce,” Barrett said. “I know PPSMD will thrive under his direction as we focus on delivering reliable, mission-aligned IT services across the enterprise.”
A retired United States Marine Corps officer with 23 years of distinguished service, Hess’s background provides him with a unique understanding of mission-critical requirements. “Effective project and service management is about delivering tangible, reliable results to our workforce and our partners,” Hess said. “My goal is to ensure our IT services consistently anticipate and align with the critical requirements of the USACE mission.”
Under his leadership, the PPSMD will streamline the delivery of IT services to ensure they consistently align with tactical and strategic requirements. This refined management approach better positions USACE to deliver reliable, mission-critical results to its workforce and partners.
Mr. Jon Gagnon, Chief, Data Centers
Mr. Gagnon will oversee the optimization of USACE’s data center footprint, directly supporting USACE long-term modernization objectives. He comes to USACE with a 20-plus-year background in the Department of Army IT space, having served as an industry contractor and an Army Civilian.
“Optimizing our global data centers is a massive undertaking, and Jon brings the exact enterprise-level expertise we need,” said Barrett. “His extensive experience in the Army civilian and contractor space will be instrumental in ensuring our operational hubs are secure, efficient, and aligned with our long-term strategic objectives.”
Most recently, he served as the Army Enterprise Data Center Division chief at U.S. Army Network Enterprise Technology Command (NETCOM). “Our data centers are the operational hubs that power the USACE mission worldwide,” Gagnon said. “I am excited to bring my enterprise experience from NETCOM to this role, optimizing our infrastructure and ensuring our data centers securely and efficiently support the long-term strategic objectives of the Corps.”
Under his leadership, the Data Centers division will optimize and secure our global hosting environments to support long-term strategic objectives. This infrastructure alignment better positions USACE to run high-performance, resilient systems that power USACE’s operations worldwide.
“Adding these leaders to the USACE CIO/G-6 team rapidly enhances our IT capabilities and adds strategic depth to our technology modernization efforts,” said Barrett. “These strategic appointments fill critical gaps, enabling us to better serve our customers and lay the groundwork for our digital future. Collectively, their leadership ensures our services and capabilities are directly aligned with our highest organizational priorities.”
