Santos Port Authority to Auction STS 08 Liquid Bulk Terminal

The Santos Port Authority (APS) will launch the auction notice for the STS 08 terminal later this year. This terminal, intended for operations with liquid bulk cargo, especially fuel, is located in the Alemoa industrial zone near the Petrobras terminal on the Right Bank of the Port of Santos. APS President Anderson Pomini announced this during a visit to a warehouse being prepared to receive donations for flood victims in Rio Grande do Sul.

Pomini noted that this is going to be the first area concession conducted by APS since the Ministry of Ports and Airports (MPor) granted it more autonomy in terms of port management. “With port expansion in mind, we will hold the first auction under our management, which will not only generate revenue but also expand our capacity for handling liquid bulk cargo, especially fuel, with the STS 08 auction,” Pomini said.

The STS 08 auction will represent an investment of R$400 million in the largest port asset in the Southern Hemisphere. The concession contract will last 25 years, with the possibility of a 25-year extension. “This is a significant investment for the port. It will generate revenue for us and increase our liquid bulk cargo capacity in Alemoa,” Pomini added.

Pomini confirmed that the auction will take place this year, as the documentation has already been submitted to the National Waterborne Transport Agency (Antaq) for analysis. “The regulatory agency will review the studies, which will then go through the Federal Audit Court (TCU) before being returned to us. We will then take the auction to B3 (São Paulo Stock Exchange) later this year,” he explained.

“We have expedited the formal processes and utilized previous studies. This area was previously auctioned in November 2021, but the auction was abandoned due to plans to privatize the port. That plan is no longer in place,” he added.

Interested Parties

In March, APS published the closing terms of the public call for STS 08 auction on its official website, revealing that six parties expressed interest: Raízen Energia, Aba Infrastructure and Logistics, EBT – Empresa Brasileira de Terminais e Armazéns Gerais, Petróleo Brasileiro, Ultracargo Logística, and the Consortium Infra Port Santos, which includes Ethereal Fundo de Investimento em Participações Multiestratégia and Stronghold Infra Investments.

Humanitarian Aid

During his visit, Pomini also inspected the old carpentry shed at the APS administrative headquarters, which is now storing donations for flood victims in Rio Grande do Sul. The 1,700-square-meter site has a large capacity for receiving donations.

The most needed items include drinking water, mattresses, pillows, bedding, blankets, towels, cleaning supplies, personal hygiene products, and non-perishable foods. Donations can be delivered to the entrance of the Training Center next to the Porto Museum on Avenida Conselheiro Rodrigues Alves, in the Macuco neighborhood of Santos. Drivers can enter through one door, drop off donations, and exit through another to expedite the process.

Transport of Donations

Tons of donations are expected to arrive from Anápolis (GO) by rail to the Port of Santos, where they will be loaded onto a ship. As of this report, APS had not provided details about the ship, its arrival and departure times, or the terminal where it will dock.
