Sabine-Neches Navigation District Advertisement of Offshore Dredge Contract

  1. BID FORMAT Phase 1 Sabine Bank Channel to Sabine Pass Channel

Sealed lump sum BIDS will be received by Mr. Kyle Reed, Project Manager of the Sabine­ Neches Navigation District of Jefferson County, Texas (“District”) at the Sabine-Neches Navigation District Office, 8180 Anchor Drive, Port Arthur Texas 77642 until 10:00 a.m. Local Time on Monday, November 27th, 2023 for SABINE-NECHES WATERWAY, Channel Improvement Project, Sabine Bartle Chaimel to Sabine Pass Cha1mel Dredging (Phase 1),in Jefferson County, Texas for the Sabine-Neches Navigation District, at which time the BIDS will be opened publicly and read aloud. BIDS received after 10:00 a.m. on Monday, November 27th, 2023, will be returned unopened.

Each BID must be submitted in a sealed envelope, addressed to Kyle Reed, Project Manager at Sabine-Neches Navigation District. Each sealed envelope containing a BID must be plainly marked on the outside as BID for SABINE-NECHES WATERWAY, Channel Improvement Project, Sabine Bank Channel to Sabine Pass Channel Dredging (Phase 1), and the envelope should bear on the outside the name of the BIDDER, their address, and their license number (if applicable). If forwarded by overnight or express mail, the sealed envelope containing the BID must be enclosed in another envelope addressed to Mr. Kyle Reed, Sabine-Neches Navigation District, 8180 Anchor Drive, Port Arthur, Texas 77642. Overnight or express mail must be received in the Sabine-Neches Navigation District’s office no later than 10:00 a.m. Local Time on Monday, November 27th, 2023. For purposes of express mail forms, the District’s telephone number is (409) 729-4588. BIDS received by telefacsimile will not be accepted.

The pre-bid meeting will be held at 10:00 a.m. local time, Port Arthur, Texas on Wednesday, November l51, 2023. PARTICIPATION IN THE PRE-BID MEETING IS MANDATORY.

Each BID must include a BID BOND equal to five percent (5%) of the amount of the BID. BID BONDS of unsuccessful BIDDERS will be returned.

Project includes, but is not necessarily limited to, the following items in accordance with the TECHNICAL SPECIFICATIONS and PROJECT DRAWINGS:

  • Mobilization and Demobilization of all necessary equipment to the project
  • Removal of dredge material from the project site to Placement Areas

In accordance with Texas State law, including Local Government Code Chapter 176, each BIDDER MUST COMPLETE AND SUBMIT WITH THEIR BID A COPY OF THE VENDOR’S CONFLICT OF INTEREST QUESTIONNAIRE CONTAINED IN EXHIBIT “0”.

The OWNER reserves the right to reject any or all BIDS and to waive formalities in BIDDING. In case of ambiguity or lack of clearness in stating the price in any BID, the OWNER reserves the right to consider the most advantageous BID thereof or reject the BID.
