Posted on November 9, 2022

The U.S. Army Corps of Engineers San Francisco District (USACE), in collaboration with the Santa Clara Valley Water District as our non-federal sponsor, has prepared a Draft General Reevaluation Report and National Environmental Policy Act Supplemental Environmental Assessment (GRR/EA) for the Upper Guadalupe River Flood Risk Management Reformulation Study in San Jose, Calif.

On Nov. 7, 2022, USACE released a letter announcing the availability of this Draft GRR/EA for public review and comment. The comment period is scheduled to end on Friday, Dec. 16, 2022. A hybrid in-person and virtual public meeting will be held on Thursday, Dec. 8, 2022, at 5:30 p.m., in San Jose (location TBD).

Written comments may be emailed to UpperGuadalupe@usace.army.mil or mailed to: Mr. Jeneya Fertel, 450 Golden Gate Ave, 4th Floor, San Francisco, CA 94102.

About the Study

The Upper Guadalupe River Project was originally authorized by Congress in the Water Resources Development Act of (WRDA) of 1999. The authorization was revised in WRDA 2007. During preconstruction design, unanticipated velocity and erosion issues were identified that could potentially increase the cost of the project, resulting in potential challenges with the project’s economic justification.  The General Reevaluation Study kicked off in January 2021 to reformulate potential alternatives to find a viable recommendation to address flood risk and improve recreation opportunities along the Upper Guadalupe River.
