Port Houston’s proposed Barbours Cut Northside Expansion has moved into federal environmental review, advancing plans for a major new container terminal on Spilman Island.
The US Army Corps of Engineers has opened the scoping process for an environmental impact statement after receiving the port authority’s permit application for the project.
Plans call for an approximately 318-acre container terminal with a 3,200 ft wharf and two berths capable of handling neo-panamax containerships. The development would also expand the Barbours Cut turning basin, create new berth slips and vessel manoeuvring areas, and include new terminal access roads and associated road upgrades.
Up to 66.8 acres would be dredged or excavated as part of the marine works. Port Houston expects phased construction to begin no later than 2032, with terminal capacity becoming available from around 2036.
