The U.S. Army Corps of Engineers St. Louis District welcomed a new commanding officer during a Change of Command ceremony today.
Col. Andy J. Pannier succeeded Col. Kevin R. Golinghorst as District Commander in the Change of Command ceremony. Brig. Gen. Kimberly A. Peeples, commander of the Corp of Engineers’ Mississippi Valley Division and president of the Mississippi River Commission, presided over the event.
Pannier assumed duties as the 55th commander of the St. Louis District after serving as the deputy commander of the Mississippi Valley Division where he also served as secretary of the Mississippi River Commission Vicksburg, Mississippi. He previously served as scenario design division chief at the Mission Command Training Program, Fort Leavenworth, Kansas.; battalion commander of the 3-340th Brigade Engineer Battalion, 181st Multi-functional Brigade, Fort McCoy, Wisconsin.; and battalion executive and operations officer for the Headquarters and Headquarters Battalion, 101st Airborne Division (Air Assault), Fort Campbell, Kentucky.
The St. Louis District is strategically located at the crossroads of three major river systems: the Illinois, Mississippi and Missouri. The mission of the district is to manage the 300-mile Mississippi River watershed above the Ohio River by applying engineering, scientific, and other resources while preserving, restoring and enhancing the environment; and maintaining core competencies needed to respond to local and national emergencies and technical requirements.
