It was published the tender a telematic open procedure for the conclusion of the four-year framework agreement onStrategic Program of Environmental Requalification and Contrast to the Hydraulic Risk of the Sarno River Basin“.
The action plan mobilizes a total investment of €406,990,761.29, co-financed by the European Cohesion Policy (PR Campania FESR 21-27). The tender procedure, divided into 7 performance and territorial lots, will be awarded on the basis of the most economically advantageous tender.
A strategic work for the territory: Targets for 2032
By 2032, the programme will ensure an increase of more than 5 million cubic metres in flooding and flood rolling capacity by upgrading the tanks. At the same time, the works will ensure a hydraulic flow of 120 m³/s at the mouth, securing the population centers.
The articulation of the interventions in the three Territorial Areas
The planned works will cover the entire river basin, divided into three macro-areas of intervention:
- Sarno and its tributaries (Scope 1): The area comprising the municipalities of San Marzano sul Sarno, Angri, Scafati, Sant’Antonio Abate, Pompei, Castellammare di Stabia, Torre Annunziata, Nocera Inferiore and Pagani will see the restoration of the hydraulic functionality of the Rio Sguazzatorio and the Marne Canal. Cleaning of the riverbed, reconstruction of the state-owned areas and the hydraulic arrangement of the Sarno River (first and second sections), together with the adaptation of the section from the mouth to the Scafati crossroads and up to the confluence of the Alveo Comune Nocerino, are planned. The lot also includes the expansion of the Tank Cicalesi (Phase I), the upgrading of the Bottaro Canal and dredging and sediment management operations.
- Solofrana and Calvagnola (Scope 2): In the areas of Solofra, Montoro, Fisciano, Mercato San Severino, Sarno, Nocera Superiore, Nocera Inferiore and Cava de’ Tirreni, the Cavaiola stream will be structurally adapted and the rolling pools (Vasca Pozzello and San Bartolomeo in Montoro, Vasca ASI and Settefi in Fisciano, Vasche Lavinaio 1 and 2 and exccidio Vasca Pandola in Mercato San Severino) will be built or repurposed, integrating the development of excavated land.
- Area Vesuviana (Scope 3): Involving the municipalities of Terzigno, San Giuseppe Vesuviano, Ottaviano, Poggiomarino, Boscoreale, Boscotrecase, Striano, Pompei, Scafati and Torre Annunziata, the measure will lead to the construction of the vesuvian lamination tanks (I stralcio) and the extraordinary maintenance of the Pianillo and Fornillo pedemontane tanks, in addition to the refunctionalization of the Conte Sarno Canal and the sewage collectors.
The programme focuses on environmental protection: the performance of all services must comply with the DNSH principle (Do No Significant Harm: actions that do no significant harm to the environment) and meet climate proofing. From a circular economy perspective, excavated land and materials from dredging will be delivered to dedicated facilities for dehydration and treatment.
The timetable sets the deadline for the submission of tenders at 25 September 2026, with the award scheduled for November 2026. The Framework Agreement, with a single economic operator for each lot, is expected to be signed by December 2026 and the implementation contracts from the same date.
