Honolulu Harbor Phase IV Maintenance Dredging, Oahu, Hawaii

This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, Honolulu Harbor Phase IV Maintenance Dredging, Oahu, Hawaii as described within this announcement.

This project is a Design-Bid-Build solicitation, utilizing Lowest Price Technically Acceptable (LPTA) procedures in accordance with FAR Part 15.

The Government intends to solicit this requirement as an unrestricted procurement. The North American Industry Classification code (NAICS) for this requirement is 237990 (Other Heavy and Civil Engineering Construction). The small business size standard for this NAICS code is $37,000,000 average annual revenue (dredging and surface cleanup activities). The Government intends to award a firm-fixed-price construction contract as a result of this solicitation.

Project Description: The overall purpose of the project is to remove shoaled material that was determined to be unsuitable for ocean disposal. This maintenance dredging project is needed to restore Honolulu Harbor to its authorized depths and ensure continued safe vessel navigation.

The major elements of the scope of work include: pre-mobilization activities; compliance with applicable environmental requirements; mobilization which includes preparation of temporary construction staging and dewatering areas; dredging of accumulated sediments; transportation of material to Barber’s Point Harbor for offloading; dewatering of the dredged material at Barber’s Point Harbor according to specified environmental best management practices; testing of dredged material prior to upland disposal; transportation of the dewatered sediments to the PVT Landfill as the upland disposal site; and, demobilization which includes the restoration of the temporary construction staging and dewatering areas to their original condition.

The estimated period of performance is 10 months.

The Government anticipates the acquisition will be lowest priced technically acceptable based on the following criteria: 1) experience; 2) past performance; 3) technical approach; and 4) price.

Project magnitude is between $4,000,000 to $8,000,000.

It is the Offeror’s responsibility to check for any posted changes to the solicitation. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary.
