The Ho Chi Minh City People’s Committee Office has just issued a notice summarizing the conclusions of Vice Chairmen Hoang Nguyen Dinh and Bui Minh Thanh at a meeting on the handling of waste generated from dredging canals and sewers, and materials generated during the process of clearing and cleaning the ground for construction projects in the city.
The announcement concludes by assigning the Department of Construction to take the lead, in coordination with other departments, agencies, and localities, in urgently reviewing and perfecting the procedures for inspection, supervision, and acceptance of material handling arising from land clearance, canal and drainage dredging activities, so that it can be applied throughout the city as soon as possible. At the same time, they are to study Hanoi ‘s experience in recycling construction solid waste for landfill purposes and report proposals to the Ho Chi Minh City People’s Committee for consideration and implementation.
While awaiting the issuance of official procedures, the Department of Agriculture and Environment is leading the development of temporary guidelines on the management, classification, collection, and treatment of sludge, dredged material, and construction solid waste for investors, local authorities, and the public.
The Department of Planning and Architecture must urgently review and advise on the planning of waste disposal sites, ensuring convenience for project implementation, while also focusing on environmental factors and transportation methods. The Ho Chi Minh City Police Department will coordinate in guiding the transportation and handling of waste in accordance with regulations and strengthen inspections and handling of violations.
Departments, agencies, localities, and relevant units must complete their assigned tasks before July 30th.
In conclusion, the coordination in managing and handling sludge, construction solid waste, and materials generated from projects has at times been inadequate and lacked synchronization among relevant departments, agencies, and units.
The planning of waste collection, treatment, and recycling sites for landfill purposes has not received adequate attention, affecting the progress of some projects.
