Today, Gov. John Bel Edwards announced his appointments to several Louisiana boards and commissions.
Louisiana Sentencing Commission
The Louisiana Sentencing Commission assists the judiciary and the legislature in formulating such policy. The Commission shall conduct an annual review of the State’s Sentencing structure based upon existing criminal law and law relative to criminal procedure.
Louis R. Daniel of Gonzales has been reappointed to the Louisiana Sentencing Commission. Judge Daniel is a retired district court judge from the 19th Judicial District. He will serve as a district court judge having criminal justice experience.
David Dart of Clinton has been reappointed to the Louisiana Sentencing Commission. Mr. Dart is the East Feliciana Parish Clerk of Court. He will serve as designee of the president of the Louisiana Clerk of Court Association.
Lawrence J. Galle Jr. of New Orleans has been reappointed to the Louisiana Sentencing Commission. Mr. Galle is an attorney and will serve as an attorney specializing primarily in the defense of persons with criminal offenses.
Rachel M. Gassert of New Orleans has been reappointed to the Louisiana Sentencing Commission. Ms. Gassert is the policy director for the Louisiana Center for Children’s Rights. She will serve as a person with expertise in the juvenile justice system including matters related to juvenile adjucations and dispositions and their impact on the juvenile, the family of the juvenile and public safety.
Fredericka H. Wicker of Gretna has been reappointed to the Louisiana Sentencing Commission. Judge Wicker is with the 5th Circuit Court of Appeal. She will serve as a court of appeals judge.
Cane River Waterway Commission
The district is created for the object and purpose of establishing, operating and maintaining, individually or in cooperation with the federal government, the state and its various agencies, subdivisions and public bodies, a navigable waterway system to be known as the Cane River Waterway.
Anicia M. Banks of Natchitoches has been appointed to the Cane River Waterway Commission. Ms. Banks is a teacher and will represent the city of Natchitoches.
John C. Methvin of Natchitoches has been reappointed to the Cane River Waterway Commission. Mr. Methvin is a business owner. He will serve as a representative of the Natchitoches Levee and Drainage District.
Larry M. Paige of Natchez has been reappointed to the Cane River Waterway Commission. Mr. Paige is retired. He will serve at-large.
James M. Rhodes of Natchitoches has been reappointed to the Cane River Waterway Commission. Mr. Rhodes is a retired business owner. He will serve as a representative of the Natchitoches Parish Police Jury.
Van C. Wiggins of Natchitoches will be appointed to the Cane River Waterway Commission. Mr. Wiggins is the owner of Wiggin’s Lawn Chiefs. He will serve as a representative of Natchitoches Soil and Water Conservation District.
Grand Isle Port Commission
The Grand Isle Port Commission regulates commerce and traffic at Grand Isle’s port. The island is a hub for the petroleum industry, commercial fisheries and tourism, and the Port serves to promote safety and commerce of Grand Isle and the surrounding waters.
Ernest G. Ballard Jr. of Grand Isle has been appointed to the Grand Isle Port Commission. Mr. Ballard was nominated by the mayor and council members of Grand Isle.
Ambrose M. Besson of Grand Isle has been reappointed to the Grand Isle Port Commission. Mr. Besson is retired and is a veteran of the United States Army. He was nominated by the mayor and council members of Grand Isle.
Perry J. Chighizola of Grand Isle has been reappointed to the Grand Isle Port Commission. Mr. Chighizola is the co-owner of Blue Water Souvenirs. He was nominated by the mayor and council members of Grand Isle.
Terrill J. Pizani of Grand Isle has been reappointed to the Grand Isle Port Commission. Mr. Pizani is a commercial fisherman and licensed United States Merchant Marine Officer. He was nominated by the mayor and council members of Grand Isle.
Robert J. Sevin of Grand Isle has been reappointed to the Grand Isle Port Commission. Mr. Sevin is a retired business owner. He was nominated by the mayor and council members of Grand Isle.
Louisiana Commission on Law Enforcement and Administration of Criminal Justice
The Louisiana Commission on Law Enforcement and Administration of Criminal Justice serves to improve the operations of the criminal justice and juvenile justice system and promote public safety by providing progressive leadership and coordination within the criminal justice community.
Barry G. Bonner of Sterlington has been reappointed to the Louisiana Commission on Law Enforcement and Administration of Criminal Justice. Chief Bonner is the chief of police for the Town of Sterlington. He will serve as a chief of police.
Michael B. Cazes of Port Allen has been reappointed to the Louisiana Commission on Law Enforcement and Administration of Criminal Justice. Sheriff Cazes is the sheriff of West Baton Rouge Parish. He will serve as an at-large member.
Paul D. Connick Jr. of Metairie has been reappointed to the Louisiana Commission on Law Enforcement and Administration of Criminal Justice. Mr. Connick is district attorney for the 24th Judicial District Court. He will serve as a district attorney.
Jim Craft of Baton Rouge has been reappointed to the Louisiana Commission on Law Enforcement and Administration of Criminal Justice. Mr. Craft will serve as the executive director.
Greggory E. Davies of Winnfield has been reappointed to the Louisiana Commission on Law Enforcement and Administration of Criminal Justice. Mr. Davies is the Louisiana law enforcement coordinator for Regional Organized Crime Information Center. He will serve as an at-large member.
Hal Van Hutchinson of New Iberia has been reappointed to the Louisiana Commission on Law Enforcement and Administration of Criminal Justice. Chief Hutchinson is the chief of police for the Chitimacha Tribal Police Department. He will serve as a chief of police.
William P. Landry of Gonzales has been reappointed to the Louisiana Commission on Law Enforcement and Administration of Criminal Justice. Mr. Landry is a retired chief of police. He will serve as an at-large member.
Louis B. Layrisson of Ponchatoula has been reappointed to Louisiana Commission on Law Enforcement and Administration of Criminal Justice. Chief Layrisson is the chief of police of the City of Ponchatoula. He will serve as an at-large member.
James P. Lemoine of Colfax has been reappointed to the Louisiana Commission on Law Enforcement and Administration of Criminal Justice. Mr. Lemoine is the district attorney for the 35th Judicial District in Grant Parish. He will serve as an at-large member.
Anthony S. Mancuso of Lake Charles has been reappointed to the Louisiana Commission on Law Enforcement and Administration of Criminal Justice. Sheriff Mancuso is the sheriff of Calcasieu Parish. He will serve as an at-large member.
Willy J. Martin Jr. of Convent has been reappointed to the Louisiana Commission on Law Enforcement and Administration of Criminal Justice. Sheriff Martin is the sheriff of St. James Parish. He will serve as an at-large member.
Zane M. Tubbs of Bastrop has been reappointed to the Louisiana Commission on Law Enforcement and Administration of Criminal Justice. Sheriff Tubbs is sheriff in Morehouse Parish. He will serve as an at-large member.
John R. Walters of Jena has been reappointed to the Louisiana Commission on Law Enforcement and Administration of Criminal Justice. Mr. Walters is the district attorney for the 28th Judicial District in LaSalle Parish. He will serve as an at-large member.
Sabine River Compact Administration
The Sabine River Compact Administration administers the Sabine River Compact to ensure that Louisiana receives its equitable share of quality water from the Sabine River and its tributaries as apportioned by the Compact. The Compact includes the states of Texas and Louisiana.
George D. Brandon, D.V.M. of Leesville has been reappointed to the Sabine River Compact Administration. Brandon is a veterinarian and the owner of Brandon Veterinary Clinic. He is a veteran of the United States Army.
James W. Pratt of Converse was appointed to the Sabine River Compact Administration. Pratt is the retired executive director of the Sabine River Authority. He is a veteran of the United States Marine Corps.
Board of Louisiana River Pilot Review and Oversight
The Board of Louisiana River Pilot Review and Oversight is to provide review and oversight of decisions by the Board of Examiners or Commissioners regarding the actions taken by any pilot while the pilot is acting under his state.
Jack H. Anderson has been reappointed to the Board of Louisiana River Pilot Review and Oversight. Captain Anderson is a river pilot. He will serve as a pilot member of the Board of River Port Pilots Commissioners for the Port of New Orleans.
Paul G. Aucoin of Thibodaux has been reappointed to the Board of Louisiana River Pilot Review and Oversight. Mr. Aucoin is the executive director of the Port of South Louisiana. He represents the Louisiana Ports Association.
Christopher J. Blache has been reappointed to the Board of Louisiana River Pilot Review and Oversight. Captain Blache is a river pilot. He will serve as a pilot member of the Board of Examiners of Bar Pilots for the Port of New Orleans.
Lee A. Jackson, Jr. of New Orleans has been reappointed to the Board of Louisiana River Pilot Review and Oversight. Captain Jackson is a river pilot. He will serve as a pilot member of the Board of Examiners for New Orleans and Baton Rouge Steamship Pilots for the Mississippi River.
Robert D. Schromm of Jefferson has been reappointed to the Board of Louisiana River Pilot Review and Oversight. Mr. Schromm is the manager of governmental affairs and a staff attorney for the Louisiana Chemical Association. He will represent business.
Board of Examiners for New Orleans and Baton Rouge Steamship Pilots for the Mississippi River
The board has a strong commitment to the public and maritime industry. The board promulgates and maintains standards of conduct, in order to further enhance the safety and wellbeing of the citizens of Louisiana, as well as to prevent any imminent peril to public health, safety, and welfare, and to achieve and maintain reliable, safe and efficient services on the Mississippi River.
Lee A. Jackson Jr. of New Orleans has been reappointed to the Board of Louisiana River Pilot Review and Oversight. Captain Jackson is a river pilot.
