If you live along the Gulf Coast, you probably don’t need a flood map to know where the water goes.
You have seen it.
The ditch that fills after a hard afternoon rain. The road that becomes a shallow pond. In Crystal River, those scenes are becoming a familiar part of life.
The work ranges from a new stormwater master plan in Crystal River to efforts by Save Crystal River to rebuild eroding marshes and barrier islands around King’s Bay. At the regional level, the Tampa Bay Regional Planning Council is developing a Coastal Master Plan intended to identify the places most vulnerable to flooding and help communities compete for the money needed to protect them.
The idea is not to build one giant wall around the coast.
It is to strengthen the pieces that already protect it.
That means bigger culverts in some places. Better drainage in others. Restored marshes and islands. Protected wetlands. And, increasingly, using the same flood-risk information across county lines to decide where limited public dollars will do the most good.
“We’re seeing a lot of similarities in what these communities are reporting,” said Alana Todd, a principal environmental planner with the Tampa Bay Regional Planning Council.
Residents in the region repeatedly blamed development for worsening flooding, she said, while also pointing to old homes, aging infrastructure and places where drainage systems are not being maintained.
“And then, people not having the money to be able to move is another issue that we’re seeing,” Todd said.
That last point is important.
Resiliency is not only about protecting roads and pipes. It is also about protecting people who may not have the money to elevate a house, replace a damaged vehicle or move somewhere safer.
The Tampa Bay Regional Planning Council’s Coastal Master Plan covers seven counties, including Citrus.
It grew out of a simple problem: flooding does not stop at a county line.
Rain falling in one community can overwhelm a drainage system downstream. Storm surge can affect several communities at once. Rising seas can change the way water moves through marshes, rivers and coastal neighborhoods.
The regional plan is being built around four major flood threats: storm surge, sea level rise, rainfall and high-tide flooding.
It also will consider future development.
The planners are using population projections from the Southwest Florida Water Management District to estimate where growth is likely to occur at the parcel level. That matters because the region is not planning for a static landscape. It is planning for a place that will continue to change.
The plan’s flood-risk assessment will combine three things: the hazards themselves, what is in their path and how vulnerable the people and communities are to the impacts. That is intended to produce maps showing where the biggest problems are and a list of places where projects could make the greatest difference.
The planners are also trying to separate different kinds of flooding instead of lumping everything together.
Storm surge is the abnormal rise of seawater during a storm. Rainfall flooding occurs when rain falls faster than the ground or drainage system can absorb it, according to Jessica Sirois, a Gulf Research Program fellow with the Tampa Bay Regional Planning Council. The assessment will use different data sets to understand those threats.
The distinction matters in Crystal River.
A stormwater system can move rainwater through the city faster.
It cannot stop the Gulf from sending water into the city.
And that is why local drainage work and coastal restoration have to be part of the same larger conversation.
Crystal River finally has a roadmap for dealing with one of its most persistent problems: getting stormwater out of town.
The city’s Stormwater Master Plan identifies 15 problem areas, maps bottlenecks and prioritizes projects that can be used to guide future spending and pursue state and federal grants.
Kimley-Horn engineer Alan Gary told the City Council the plan gives officials the documentation they need to show why the work matters.
“This document gives you the backbone to say, look, these improvements are needed,” Gary said.
That could turn a familiar complaint, this road floods every time it rains, into something much more useful to a city trying to get millions of dollars in outside funding.
The plan found that much of the city’s stormwater has to move toward King’s Bay through a limited number of crossings beneath U.S. 19.
There are five or six crossings, Gary said, but only four ultimately serve as outfalls into the bay. Two handle a large share of the water, creating bottlenecks.
The proposed answer is not simply to build more drainage everywhere.
The city can redirect some water toward underused crossings, enlarge crossings where possible and add storage.
The city already has begun working on some of the easier problems, including clearing canals.
It also has a significant head start on finding money.
While the city is figuring out how to move water, Save Crystal River is working on another part of the defense: keeping the natural barriers that slow water down in the first place.
The islands and marshes surrounding King’s Bay act as a natural buffer against waves and storm surge. Save Crystal River says the bay has lost an average of 2.8 net acres of land each year from 2010 through 2021.
That loss is not just an environmental concern.
It is a resilience problem.
A smaller island means less land and vegetation standing between a storm and the bay.
The organization describes the disappearing marshes as lost storm and wave protection for the community.
The need for that work becomes clearer when the region looks beyond the next rainstorm.
Citrus County has 61 miles of open shoreline.
Its state flood-risk data shows that natural, cultural and historic resources are already far more exposed to flooding than critical emergency facilities. But the threat to infrastructure grows substantially during major flood and storm-surge events. Transportation is particularly vulnerable.
Under an intermediate 2070 scenario involving a severe storm surge, nearly 80 miles of transportation corridors could be affected, or about 28 percent of the county’s transportation mileage.
And the regional planning effort suggests the public wants solutions that are more than simply pouring more concrete.
In the regional survey, residents gave very high support to mangrove restoration, wetland protection and preservation of green space. They also strongly supported canal and creek maintenance, retention pond improvements, storm drain maintenance and floodplain preservation. That is essentially the same philosophy taking shape in Crystal River: use infrastructure where infrastructure is needed, but do not throw away the natural systems that already help manage water.
The Coastal Master Plan will have no regulatory authority of its own. It will not tell Crystal River or Citrus County where they can build.
Instead, Sirois said, it is intended to provide a science-based framework that helps local governments make better decisions as conditions change.
“Rather than prescribing where or how communities should grow,” she said, the plan is designed to help communities identify priority areas for flood adaptation and nature-based solutions.
For years, flooding has often been treated as something communities respond to after the water arrives.
Now, the effort is shifting toward deciding what can be fixed, restored or protected while there is still time.
