EU Signs Deal with Port of Rotterdam to Design Green Minerals Export Terminal in Namibia

The European Union has signed a Service Agreement with the Port of Rotterdam to co-develop a Green Minerals Terminal at the Angra Point Hydrogen Hub in Lüderitz, Namibia. The terminal will handle exports of critical raw materials such as lithium, graphite, and manganese—resources central to Europe’s clean energy transition—as well as green hydrogen imports and other strategic cargo. According to the announcement, the agreement was signed alongside Namport, the Namibian Ports Authority, during the EU’s Africa regional workshop on Global Gateway Green Shipping Corridors.

The deal forms part of the broader EU–Namibia Strategic Partnership on Sustainable Raw Materials Value Chains and Renewable Hydrogen. Under this partnership, the EU is committing N$13 million ($715,000) to the planning phase of the port’s expansion, specifically targeting Angra Point. The terminal’s construction is expected to boost Namibia’s industrialisation efforts, increase its export capacity, and generate local employment while linking African supply chains more directly to European net-zero supply priorities.

The initiative builds on Namport’s earlier start to exporting green iron and follows an International Maritime Organization (IMO) workshop in Walvis Bay that brought together 30 African maritime authorities. The EU-backed session focused on developing regional green shipping routes, cementing the bloc’s Global Gateway strategy as a tool for both climate diplomacy and secure raw materials access amid intensifying global competition for transition minerals.
