Caribbean District Announces Release of RFP for Río de la Plata Flood Control Project

SAN JUAN, PUERTO RICO — The U.S. Army Corps of Engineers Caribbean District today announced the official release of the Request for Proposal (RFP) for the Río de la Plata Flood Control Project, Supplemental Contract 1 (W51DQV26RA002). The solicitation is now live on SAM.gov, marking a major advancement in one of Puerto Rico’s most significant flood‑risk‑reduction efforts.

The RFP will result in the award of a single firm‑fixed‑price, design‑bid‑build construction contract, with an estimated magnitude between $300 million and $400 million.

The Río de la Plata Flood Control Project is a long‑standing initiative designed to reduce flood risk for communities in Dorado and Toa Baja. The Río de la Plata basin drains nearly 240 square miles and has historically been one of the island’s most flood‑prone regions.

The Puerto Rico Department of Natural and Environmental Resources (DNER) serves as the non‑federal sponsor and continues to work closely with USACE to deliver the project.

About the project
Supplemental Contract 1 includes the construction of over 3 miles of earthen levees (East Levee and remainder of West Levee), over 1.5 miles of channel widening with slope and scour protection, four culvert structures, and wetland mitigation.

“The release of this solicitation represents a major step forward in delivering long‑overdue flood protection for thousands of families along the Río de la Plata,” said Caribbean District Commander Col. Charles L. Decker. “Our team has worked tirelessly to advance this project, and we remain committed to partnering with the Government of Puerto Rico to build resilient infrastructure that safeguards communities, restores ecosystems, and strengthens the island’s future.”
