Billion-dollar investment, shared governance, and an unprecedented project in the country place Santos and Guarujá at the center of one of the largest mobility projects on the São Paulo coast, with technical stages, public financing, and a schedule until 2031, elements that help measure the complexity of the initiative.
The Port Authority of Santos and the Government of São Paulo signed, on Tuesday (14), an agreement that establishes the rules to manage and release the federal contribution of R$ 2.6 billion allocated to the Santos–Guarujá Tunnel.
Estimated at R$ 6.8 billion, the project will have 1.5 kilometers in length, with 870 meters submerged under the port channel, creating a permanent land connection between the two municipalities of Baixada Santista and changing the current dynamics of regional travel.
Although the São Paulo government is directly involved in the partnership, contractual execution, and monitoring of the stages, the R$ 2.6 billion governed by the agreement correspond to federal resources, not an exclusive contribution from the State.
Responsible for the state’s management of the project, the Secretariat of Partnerships in Investments works alongside the Port Authority of Santos, known by the acronym APS, in the articulation of the administrative, financial, and technical measures necessary for the implementation of the infrastructure.
Agreement defines release of the federal contribution
Under the established rules, the federal money will remain in a restricted access funding account, internationally known as an “escrow account,” preserving the ownership of public resources until all conditions stipulated for each transfer are duly met.
