In the Continuing Resolution passed by the Senate and House yesterday, there is additional funding for the Corps as follows:
Investigations: For the initiation and/or completion of flood and storm damage reduction, including shore protection, studies that are currently authorized or that are authorized in the future, to reduce risk from future floods and hurricanes: $100 million to remain available until expended. This money is for “high priority studies or projects” in states with a major disaster declaration due to Hurricane Ida.
Construction: $3 billion to remain available until expended to construct flood and storm damage reduction, including shore protection, projects that are currently authorized or that are authorized in the future, and also projects that have signed Chief’s Reports if the Secretary determines they are technically feasible, economically justified, and environmentally acceptable. Of this total, $1.5 billion is limited to projects in states with a major disaster declared due to Hurricane Ida. Section 902 limits are waived for initial or periodic construction and non-federal financing over 30 years from the date of completion. Of this total, $65 million can be used for CAP projects to reduce the risk of flooding and storm damage
Operation & Maintenance: $887 million to cover the Federal share of costs for coastal harbors and channels and inland harbors. No limitation on location.
Flood Control and Coastal Emergencies (FCCE): $826 million for shore protection projects, which shall be restored to the full project profile at full federal expense. No limitation on location.
