The proposed harbor management plan submitted to the Town Council early this month has hit its first snag: a disagreement concerning whether the town should seek deauthorization of Watch Hill Harbor’s federal designation as a special anchorage area.
The designation, which affects the southern two thirds of the harbor, dates back to the 1940s and was established in conjunction with a U.S. Army Corps of Engineers dredging project. In special anchorage areas, vessels of not more than 65 feet may anchor without displaying lights or sound signals that would otherwise be required. Those signals are considered to be unnecessary to maintain marine safety in the special areas.
