On Tuesday 9 December, the GelreGroen consortium and Rijkswaterstaat reached Financial Close for the ViA15 project in the Netherlands. This means that all the necessary financing for the project has been contractually secured and the realisation of the ViA15 can now truly begin.
GelreGroen is a partnership consisting of BESIX, Dura Vermeer, HOCHTIEF, John Laing and Van Oord. GelreGroen is responsible for the Design, Build, Finance and 20-year Maintenance of the project. The name GelreGroen refers to a nature-inclusive design for this new road connection, with ‘Groen’ symbolising care for the surrounding environment, with the aim of satisfying residents, nature organisations, road users and administrative stakeholders. Twelve banks, including the European Investment Bank (EIB), are providing the external financing for this project.
Extending the A15 will create a direct link between the Port of Rotterdam and Germany. ViA15 will improve the flow of traffic on the main road network and enable faster travel between Nijmegen, Arnhem, the Liemers and the Achterhoek, benefiting the regional economy. The GelreGroen consortium is delivering the project on behalf of Rijkswaterstaat with care for people and nature. On behalf of the province of Gelderland, GelreGroen will also construct a high-speed cycle route parallel to the A15 (SFR15). ViA15 is expected to open to traffic at the end of 2031, with the 20-year maintenance phase continuing until the end of 2051.
On 3 July 2025, Rijkswaterstaat and GelreGroen signed the updated contract for the construction and maintenance of the route, following the Dutch Council of State’s irrevocable approval of the ViA15 Route Decision in October 2024.
