The U.S. Army Corps of Engineers (USACE) delivered to Congress its Fiscal Year 2022 (FY 2022) Work Plan for the Army Civil Works program on May 25, 2022, which included an additional $15 million in appropriations for the Rock Island District.
On March 15, 2022, President Biden signed into law the Consolidated Appropriations Act, 2022, Public Law 117-103, of which Division D is the Energy and Water Development and Related Agencies Appropriations Act, 2022 (Act). Of the $8.3 billion in appropriations provided for the Army Civil Works program, approximately $7.9 billion is appropriated in five accounts: Investigations; Construction; Operation and Maintenance; Mississippi River and Tributaries; and the Formerly Utilized Sites Remedial Action Program (FUSRAP).
The Joint Explanatory Statement – Division D report, Title I – Corps of Engineers – Civil, Department of the Army (Joint Explanatory Statement) that accompanies the Act allocates approximately $6.8 billion of the total for these five accounts to specific Programs, Projects and Activities (PPA).
USACE is responsible for allocating the remainder in these accounts, approximately $1.1 billion, to specific PPA, consistent with the categories, subcategories, and other direction provided in the Joint Explanatory Statement. The allocation of these additional funds is presented in the Work Plan.
For the Rock Island District, the FY22 Work Plan represents an additional $15.3 million in funding. The District’s regular FY22 Appropriations were initially set at $268 million and the FY22 Work Plan brings the District’s FY22 program total to $283 million. The additional Work Plan money will fund construction projects within the Navigation and Ecosystem Sustainability Program as well as operation and maintenance projects on the Mississippi River and Illinois Waterway.
The Rock Island District’s annual appropriations fall into three categories: Investigations, Construction and Operations and Maintenance (O&M). The work plan didn’t increase Investigations funding as it remained at about $5.2 million this fiscal year. Construction funding for the District is $90.5 million as a result of the additional $12.2 million in the FY22 Work Plan. And, for O&M, the FY22 Work Plan provides an additional $3.1 million for a total of $187.7 million in FY22 appropriations.
