USACE awards contract for SELA 26.1a: Widening of Florida Avenue Canal Phase IV, St. Ferdinand Street to Peoples Avenue, Orleans Parish, Louisiana

The United States Army Corps of Engineers, New Orleans District, awarded the SELA 26.1a contract on September 26, 2025, in the amount of $51,547,144.00 to M.R. Pittman Group, LLC of St. Rose, Louisiana

The SELA 26.1a construction contract includes the following:

  • Construction of large bore utilities under several railroad tracks
  • Installation of concrete and steel piles
  • Temporary retaining structure construction
  • Clearing and grubbing
  • Excavation and backfill
  • Utility relocations and other incidental work

“By awarding this contract for the SELA project, the U.S. Army Corps of Engineers is proud to advance this one-of-a-kind initiative for the region,” said Col. Scotty Autin, Commander of the New Orleans District. “As the only internal drainage effort currently being implemented by the Corps, SELA addresses a critical vulnerability in low-lying areas—reducing the risk of flood damage for local businesses and residents beyond what perimeter surge defenses can provide.”

The Southeast Louisiana Urban Flood Control Project (SELA) reduces the risk of flood damages due to rainfall flooding in Orleans, Jefferson and St. Tammany parishes. The improvements generally support the parishes’ master drainage plans and provides flood risk reduction up to a level associated with a 10-year rainfall event. A 10-year rainfall event is a rainstorm that has a 10% annual probability of occurrence and equates to approximately nine inches of rain over a 24-hour period for our area.
