New Orleans, La. — The U.S. Army Corps of Engineers awarded a Seepage Remediation contract in Jefferson, La.
The contract was awarded February 18, 2025, to APC Construction, LLC of Harvey, Louisiana in the amount of $7,155,368.28. This contract is part of the Mississippi River Levees (MRL) Construction Project.
The contract was awarded under the Extending Government Funding and Delivering Emergency Assistance Act, 2022 (PL 117-43) Emergency Supplemental Funds (DRSAA22), and the estimated completion is Spring 2026.
To remediate the seepage in the area, the contract consists of hydraulic sheet pile cutoff through the core of the levee to provide flood risk reduction to Jefferson Parish, La. The existing levee crown will be degraded 2 feet below grade to drive sheet piles to elevation -20ft. Construction will involve heavy equipment and pile driving. During construction, the all-weather access road will remain closed. Once the seepage remediation work is completed, the all‐weather access road on the crown surface is slated to be replaced.

This MRL construction project is a part of the larger Mississippi River and Tributaries project. The system is intended to provide flood risk reduction to the vast expanse of the developed alluvial valley from periodic overflows of the Mississippi River. The mainstem levee system begins at the head of the alluvial valley at Cape Girardeau, Mo., and continues to Venice, La., approximately 10 miles above Head of Passes near the Gulf of Mexico.
