USACE awards contract for Mississippi River Levees (MRL) project in Harvey, La.

New Orleans, La. — The U.S. Army Corps of Engineers awarded a contract for constructing a floodwall in Harvey, La.

The contract was awarded September 13, 2024, to Buck Town Contractors & Company of Kenner, Louisiana in the amount of $3,669,807.00. This contract is part of the Mississippi River Levees (MRL) Construction Project.

The contract was awarded under the Bipartisan Budget Act 2018 (PL 115-123) Emergency Supplemental Funds (BBA18), and the estimated completion is Spring 2025.

The contract contains a floodwall intended to provide flood risk reduction to Jefferson Parish. La. The existing elevation of this levee will be raised by 3 feet by placing a pile founded concrete T-wall, from south of Riverfront Park to near Harvey Lock. Construction will involve heavy equipment and pile driving. The Contractor will be required to perform vibration monitoring. Work hours are 6 a.m. to 9 p.m., with weekend and holiday work permitted, but no equipment or deliveries before 6 a.m.

Public safety is our top priority, and we will work closely with our non-Federal Sponsors, West Jefferson Levee District and Southeast Louisiana Flood Protection Authority – West, throughout the construction process. During construction, the all-weather access road and Riverfront Park will remain closed. Destrehan Avenue will be fully closed for up to 30 days. Outside this period, at least one southbound lane will remain open.

This MRL construction project is a part of the larger Mississippi River and Tributaries project. The system is intended to provide flood risk reduction to the vast expanse of the developed alluvial valley from periodic overflows of the Mississippi River. The mainstem levee system begins at the head of the alluvial valley at Cape Girardeau, Mo., and continues to Venice, La., approximately 10 miles above Head of Passes near the Gulf of Mexico.
