US state cancels offshore wind PPA negotiations

Rhode Island Energy has axed its power purchase agreement (PPA) negotiations for 200MW with the 2.4GW SouthCoast offshore wind farm off Massachusetts in a further setback for the beleaguered project.

“After several PPA negotiation extensions and continued uncertainty in the offshore wind industry, Rhode Island Energy was unable to come to agreeable terms for a PPA,” the utility said in a blog post.

“We remain fully supportive of the offshore wind industry and look forward to future PPA opportunities as the industry evolves,” it continued.

In early November, a federal judge had ruled that the US interior department can scrap the approval of the project’s construction and operations plan (COP). SouthCoast has said it may pursue legal remedies.

The project is being developed by Ocean Winds, a joint venture of EDP Renewables and Engie. It is still in negotiations for a 1,087MW PPA with Massachusetts, according to local media.

Windpower Monthly has contacted SouthCoast for comment.

Massachusetts is due to buy power from a 1,087MW portion of the 1,287MW SouthCoast Wind project, after the developers were successful at auction in September 2024.

A spokesperson for the Massachusetts energy resources department said: “Massachusetts is continuing contract negotiations with the selected projects. Massachusetts is pursuing an all-of-the-above approach – including offshore wind – to bring more energy into the state to meet rising demand. Offshore wind energy produced right here in Massachusetts will lower costs, create thousands of jobs, and give our electric grid needed winter reliability.”
