PORTLAND, Ore. — The U.S. Army Corps of Engineers (USACE) Portland District invites the public to comment on the Engineering Evaluation/Cost Analysis (EE/CA) Report for the Upland Operable Unit (OU) of Bradford Island in Cascade Locks, Oregon. The EE/CA evaluates potential removal alternatives for contamination sources at the Bradford Island National Priorities List (NPL) site.
A Non-Time Critical Removal Action (NTCRA) has been deemed necessary to address contamination, including landfill waste debris, sandblast grit, spent bullet fragments, and contaminated soils that pose an imminent threat to human health and the environment. The Upland OU includes the Landfill Area of Potential Concern (AOPC), Bulb Slope AOPC, Sandblast Area AOPC, and Pistol Range AOPC, located east of Bonneville Dam.
The EE/CA evaluates removal alternatives based on effectiveness, feasibility, and cost. The recommended actions for each AOPC include:
- Landfill AOPC: Alternative L1 – Removal of contaminated materials, offsite disposal, backfilling, slope stabilization, shoreline revetment, and site restoration.
- Bulb Slope AOPC: Stabilization of the landfill access road as part of the Landfill AOPC Alternative L1, including excavation of waste debris and impacted soil.
- Sandblast Area AOPC: Alternative S1 – Targeted removal of contaminated soil and spent sandblast grit, offsite disposal, backfilling, shoreline stabilization with a vegetative buffer, asphalt paving, and site restoration.
- Pistol Range AOPC: Alternative P1 – Removal of contaminated soil, offsite disposal, backfilling, and site restoration.
Public Comment Period: The 30-day public comment period will be open from March 10, 2025, through April 8, 2025. Written comments may be submitted via email to BradfordIslandPublicCommentInbox@usace.army.mil.
