JACKSONVILLE, Fla. — The U.S. Army Corps of Engineers, Jacksonville District (USACE) has conducted an environmental analysis in accordance with the National Environmental Policy Act (NEPA) of 1969, as amended. The Supplemental Environmental Assessment (SEA) for the Central Everglades Planning Project (CEPP) North Phase L-4 Design Refinements addresses refinements to water flow distribution project features in Broward and Palm Beach Counties, Florida. The South Florida Water Management District (SFWMD) and USACE are proposing modifications to the authorized CEPP North Phase features that would improve the L-4 Canal and replace the authorized L-4 Levee Degrade with culverts and spreader canals.
Public review of the Draft SEA and proposed Finding of No Significant Impact (FONSI) was completed on February 3, 2025. All comments submitted during the public review period were considered in generating the SEA and FONSI.
In addition to a “No Action” plan, which includes the authorized L-4 Levee Degrade as described in the 2014 CEPP Final PIR/EIS, the SEA evaluated alternatives that would effectively distribute flows to Water Conservation Area (WCA) 3A.
The L-4 Canal Improvements and Distribution Features, the preferred alternative evaluated in the SEA, will replace the authorized L-4 Levee Degrade described in the 2014 CEPP Final Project Implementation Report and Environmental Impact Statement (PIR/EIS). L-4 Canal Improvements include expansion to allow for conveyance of flows of 3,000 cubic ft per second (cfs) to northwestern WCA 3A to meet performance objectives specified in the 2014 CEPP Final PIR/EIS. Additionally, three triple-barrel concrete box culverts with 10’X 10’ stainless steel gates evenly spaced across the L-4 south levee and spreader canal segments downstream, collectively referred to as the L-4 Distribution Features, will be constructed to allow for effective and uniformly distributed flow into WCA 3A.
