12/16/24: The U.S. Army Corps of Engineers (USACE) and the Dredging Contractors of America (DCA) executed a new Memorandum of Understanding (MOU) charter for the Industry Corps Hopper Dredge Management Group (ICHDMG). The agreement is for the purpose of maximizing the effectiveness and efficiency of our Nation’s dredging resources, enhancing the viability and competitiveness of our ports and waterways through communication between USACE and dredging industry, and ensuring the availability of sufficient hopper dredges to respond to both emergency and routine dredging requirements. The agreement between USACE and DCA has been in existence for 26 years. The new MOU will be in effect until 2034 and may be updated by the parties from time to time. The signing ceremony took place at U.S. Army Corps of Engineers Headquarters in Washington, DC.
Attending for the DCA were William Doyle, Chief Executive Officer of the Dredging Contractors of America, Dan Hussin, Vice President, Manson Construction, and Devon Carlock Vice President of Government Affairs for Cottrell Contracting representing as the President of the Board of Directors for the DCA. MG Kelly signed for the Army Corps and William Doyle for the Dredging Contractors.
Attending for USACE were Major General Jason Kelly Deputy Commanding General for Civil and Emergency Operations, United States Army Corps of Engineers. Several USACE staff members attended the signing along with uniformed service members from the General’s staff.

“This charter signing signifies our commitment to building a strong partnership with Dredging Contractors of America to deliver the navigation mission of the Army Corps. Since 1978, the Army Corps has put ‘Industry First’ to execute our dredging needs in our federal navigable waterways,” said General Kelly. He continued, “This charter helps ensure we are sharing schedules, communicating and cooperating on issues affecting dredging, sharing information of mutual interest, and identifying problems and sharing solutions. General Kelly concluded, “This Charter was last signed in June 1998, after 26 years, we would like to sign a new charter to reinforce our commitment to communication, transparency, and partnership between the Army Corps, the DCA, and the dredging industry.
William P. Doyle stated, “Building and maintaining strong relationships in the interaction between government and the private sector is everything. We appreciate General Kelly taking the time to discuss dredging and sign this new ICHDMG charter.” Doyle continued, “We look forward to working with MG Kelly, his staff and all of the Corps Districts and Divisions. Together, we always put safety first for our people as we deliver the dredging program and continue innovating the system for tomorrow.”
