Town of Surf City receives signed Chief’s Report for US Army Corps of Engineers Coastal Storm Risk Management project

Posted on July 23, 2025

On July 15, the U.S. Army Corps of Engineers (USACE) finalized a Chief’s Report for the Town of Surf City Coastal Storm Risk Management (CSRM) project, marking a major milestone in ongoing efforts to protect the community and its coastline.

The CSRM project is a joint effort between the Town of Surf City and the U.S. Army Corps of Engineers and has been in development for several years. This crucial step advances a long-awaited project designed to enhance coastal resilience.

The Chief’s Report outlines a comprehensive plan to reduce the risk of coastal storm damage and address long-term impacts from sea level rise. It also includes a detailed strategy for beach and dune nourishment along Surf City’s 6-mile shoreline, with estimates for initial sand placement and future renourishment efforts.

“The signing of the Chief’s Report is a testament to years of hard work and collaboration between the Town of Surf City and the Wilmington District,” said Col. Morgan, Commander of the USACE Wilmington District. “This project is vital for protecting coastal infrastructure, preserving natural habitats, and ensuring the safety of residents and visitors in Surf City. While this is an important step, we recognize that there is still lots of work to be done before we reach initial construction. Our team is committed to working closely with the town to bring this critical project to fruition.”

“The completion of the Chief’s Report marks meaningful progress in our long-standing efforts to strengthen Surf City’s coastline,” said Mayor Teresa B Batts. “We’re grateful for the dedication of our partners at the U.S. Army Corps of Engineers and will continue to work hand in hand to see this project through.”

With the Chief’s Report now finalized, the project is advancing to its next critical phases including returning the project back to the list of Disaster Relief Act (DRA) 19 approved construction projects (which is required to access funding), the execution of the Project Partnership Agreement, real estate certification, final design, and project bidding.

As critical phases advance, the Town of Surf City and the U.S. Army Corps of Engineers will provide updates.
