TOLEDO, Ohio — The City of Toledo along with the U.S. Army Corps of Engineers (USACE), Buffalo District hosted a signing ceremony for the Project Partnership Agreement that will deliver the Toledo Ohio Environmental Infrastructure 594 project.
The purpose of the Toledo OEI 594 project is to create the interconnect between the planned 1-billion-gallon reservoir and a replacement raw water main lines that supply water from Lake Erie to the Collins Park Water Treatment Plant, a project that is estimated to cost about $13 million and be constructed in 2029.
The PPA was officially signed in August 2025 by both parties, with the event marking the celebration of the project moving forward.

“This federal partnership between the Army Corps and the City of Toledo once again shows that responsible leaders can work together to improve our environment and infrastructure,” said Congresswoman Marcy Kaptur (OH-09), Ranking Member of the House Appropriations Subcommittee on Energy and Water Development. “In my role as both senior Democrat overseeing the Army Corps and representative for Northwest Ohio, it is a joy to be able to deliver on partnerships that help move our region forward. This agreement is not just about a pipe in the ground — it’s about protecting families, businesses, and neighborhoods by investing in the strength of our water system now, before a crisis demands it. Thanks to this federal partnership, today we celebrate a major milestone in making that a reality,” said City of Toledo Mayor Wade Kapszukiewicz.
The Section 594 program is a reimbursement program, whereby the federal government provides much-needed funding for projects, with 75 percent covered by the federal government and the local sponsor covering the remaining 25 percent. In addition to the processing of reimbursements, the Corps also prepares the partnership agreement with municipalities and provides direct technical and environmental support during implementation.
