Bid Notification of Upcoming Project

The Nature Conservancy (TNC), hereby advertises bids for construction of The Lower Perdido Islands Restoration as follows:

Owner: The Nature Conservancy

Project Title: Lower Perdido Islands Restoration

Principal Work Location: The Contract Work will be generally located on Robinson Island and Walker Island in Baldwin County, near Orange Beach, AL north of Perdido Pass.

Description of Basic Work: The project will build a dune feature along the West and East sides of Robinson Island and a rock revetment at the Northeast corner of the island. On Walker Island high marsh areas and upland fill will be built at the East and West ends. Vegetative plantings and sand fencing will be placed on both islands. The presently estimated quantities include: sand to be excavated and placed is approximately 216,800 cubic yards, tonnage of rock to be placed for revetment construction is approximately 2,625 tons, and 200,100 plants to be installed combined between the two islands. Contractor will work with TNC and TNC’s Engineer, Moffatt & Nichol, to construct the project in accordance with the construction drawings and specifications. 

Bids: Separate sealed Bids will be received via email to k.l.baltzer@tnc.org with the Project title, the name and address of BIDDER, and shall be accompanied by required documents no later than 2:00 p.m. central time on October 16th, 2024. The OWNER reserves the right to disregard all nonconforming, nonresponsive, unbalanced or conditional Bids.

Bidding Documents: The Bidding Documents (Contract Documents, Specifications and Drawings) are available to Contractors who are properly licensed in Alabama or to bona fide suppliers of materials and equipment for review online via email hosted by the ENGINEER for the contract, Moffatt & Nichol. Mandatory Pre-Bid Meeting: A Pre-Bid Meeting to discuss the scope of the project and the requirements of the Bidding and Contract Documents will be held on Wednesday September 25th, 2024 at 10:00 a.m. virtually on Microsoft Teams. Please request invite to pre-bid conference via email to Mike Huebsch, mhuebsch@moffattnichol.com. Attendance of the Pre-Bid Conference is Mandatory to submit a bid. Davis-Bacon will apply to this project and potential bidders. Wage determination for Baldwin County is attached as part of Exhibit H of the Agreement document. The Successful Bidder will be required to submit certified payroll forms weekly.

Each bidder must deposit with his/her bid, security in the amount equal to five percent (5%) of the total bid but not to exceed Ten Thousand Dollars ($10,000) in the form of a certified check, cashier’s check or bid bond. If the bid is submitted electronically and a certified or cashier’s check is used for bid bond, then the actual check shall be delivered to the office of The Nature Conservancy at 3700 1st Avenue North, Birmingham, Alabama 35222.

The outside of the bid envelope must contain the submitting firm’s name, Alabama Contractors License Number, and the Project Title.
