Al Khatib’s career spans more than 30 years with the Maryland Department of Transportation, where he originally joined the Maryland Transit Administration (MTA) as a scheduling engineer working on the design of the Baltimore Central Light Rail line. Over the years, he took on increasing levels of responsibility until serving as chief of Facilities Planning. Al Khatib then spent nearly a decade as the capital program manager for the Maryland Transportation Authority, where he developed and managed the organization’s program of more than 250 highway, bridge and tunnel preservation and enhancement projects. In 2014, he returned to the MTA as deputy administrator and chief planning, program and engineering officer. In this role, he provided executive direction and oversight for the operating and capital programs related to planning, engineering, construction, real estate, transit support, information technology, commuter rail and bus services and contracted service clients.

Al Khatib’s areas of expertise includes all aspects of the capital program and maintenance life cycles, including thorough knowledge of preliminary engineering, final design deliverables, environmental documentation, contract management, financial/fiscal oversight, schedule compliance, capital program management, and local, state and federal laws and regulations. He is also a regional authority on Magnetic Levitation (Maglev) technologies, having managed the award winning Baltimore-Washington Maglev studies and joining several fact-finding delegations to China, Japan and Germany to assess existing systems and programs.
