The U.S. government should concentrate harbor deepening funds on the most important gateways instead of scattering limited resources across multiple projects, said Curtis Foltz, CEO of the Georgia Ports Authority.
Foltz suggested that the government identify the 10 or so most important gateways for major cargoes such as containers and bulk commodities, and give them priority. The idea has been raised in Congress but faces fierce resistance from legislators looking to back their smaller projects and those fearful that such a program would result in the federal government picking winners and losers.
