Rosatom State Corporation has officially notified Sergey Shishkarev, partner in the Delo Group, of its intention to complete the partnership ownership of the company. This procedure is provided for by an agreement between the parties, Rosatom said in a statement.
In accordance with the procedure, which was decided on Tuesday, February 17, 2026, by the Strategic Council of the Rosatom State Corporation, if the partners disagree on the prospects for the development of a joint business, each of them can send to the opposite party at the same time an offer both to buy out the partner’s share and to sell their own share for the price that he will consider it reasonable and fair. The notification of the proposal is recorded by a notary public.
As part of the procedure, S. Shishkarev has 60 days to make one of two decisions – to buy out the share of the state corporation or sell his own to it. Then another 120 days are given to obtain the necessary regulatory approvals.
Rosatom joined Delo’s capital in 2019, buying 30% of Delo Management Company, and in 2022 increased its share to 49%.

The stevedoring sector includes DeloPorts Holding and Global Ports, the operator of container terminals in Russia. The shipping business area is Sakhalin Shipping Company (SASCO).
Delo Group is included in the list of leaders of the fifth carbon footprint rating of the largest Russian companies, presented by AK&M.
